Job Summary

SUMMARY:

Provide executive leadership for all Information Technology (IT) Systems at Louisville Water. This role directs comprehensive information management, including strategic and tactical planning, budgeting, business process re-engineering, and database system strategy. As a member of Louisville Water's Board of Water Works (BOWW) and Executive Leadership Team (ELT), the CTO/CIO develops and leads enterprise-wide technology strategies aligned with organizational goals, ensuring customer and user needs are met cost-effectively and efficiently. This position champions a culture of innovation, creative problem-solving, and continuous improvement across all departments.

The CIO leads and directs information services teams, fosters collaboration across all levels of staff, and serves as the primary spokesperson for information management issues. The role explores modern technologies for future planning and implementation, and interfaces with industry peers and other local, state, and national agencies on information management and technology matters.

ESSENTIAL JOB FUNCTIONS:

As a member of the Louisville Water Executive Leadership Team (ELT), this position:

Leads the development, implementation, governance, evaluation, and coordination of the organization's information and technology systems, including business applications (ERP, etc.), voice, data, imaging, and office automation.

Delivers require business IT application and infrastructure capabilities.

Identifies, evaluates, and implements emerging technologies and trends, leading pilot programs and proof-of-concept initiatives to assess feasibility and impact.

Oversee all aspects of cybersecurity and disaster recovery, including redundant networks, backups, and data centers.

Ensures the most up-to-date cybersecurity safeguards are implemented to protect all IT infrastructure.

Assesses and optimizes IT business processes and infrastructure to achieve productive, efficient, and valuable use of information and related systems.

Aligns IT objectives and programs with overall enterprise objectives and strategies.

Collaborates closely with business unit leadership to advise on technical solutions, identify technology opportunities, and co-develop solutions.

Facilitate innovation workshops and ideation sessions to generate new initiatives.

Optimizes service costs through a strategic mix of internal staff and external resources.

Directs all aspects of IT acquisition and implementation initiatives across all functional areas (Production,

Customer Service, Finance, Human Resources, Operations, Communications).

Leads and directs functional and technical implementation teams, including Louisville Water staff, consultants, and external support organizations.

Partners with the Learning and Development Department to drive the development and implementation of

IT training for all Louisville Water employees.

Works cooperatively with the MSD CIO to identify synergies, efficiencies, and cost-saving opportunities.

Develops and manages a combined annual capital and operating budget exceeding $13M, ensuring alignment with the Company's Strategic Business Plan.

Ensures IT operating budget execution and management align with Company standards and policies.

Monitors and regularly reports progress on IT strategic technology initiatives to Louisville Water's BOWW and ELT.

Establishes governance structures to manage modern technology, innovation risks, and regulatory compliance.

Develops and implements a systematic approach for recurring benchmarking and peer review of information systems, reporting findings and recommendations to the ELT.

Stays abreast of strategic trends and best practices through industry networking and participation in conferences, adapting useful techniques into IT planning processes.

Participates in civic activities related to the Company's mission.

Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

This position manages exempt, non-exempt, supervisor, manager, and director level positions within the Information Technology and Information Systems departments and is responsible for their performance management.

WORKING CONDITIONS:

Primarily an office environment, typically a 40-hour work week. Work is sedentary, involving extensive computer use. Occasional travel between company locations and out-of-town travel may be required.

MINIMUM QUALIFICATIONS:

Bachelor's degree in Computer Science, Information Technology, or a closely related field.

Ten (10) years of experience in Information Technology, Information System, or a related field.

Seven (7) years of Information Technology management experience.

Valid driver's license.
