Job Requirements
The Software Engineer II designs, builds, and maintains complex software systems that address real user and business needs. This role combines broad software development skills with depth in specific languages or frameworks to deliver maintainable, scalable solutions. Software Engineer IIs contribute at all stages of the development lifecycle, from planning through deployment, and actively participate in team processes and code quality assurance. Impact: As a mid-level contributor, this role supports the Department of the Navy by helping the USMC transition legacy systems to modern, secure cloud environments. The team delivers end-to-end services including cloud migration, application modernization, cybersecurity compliance, systems engineering, and data integration to enable scalable and resilient mission operations. This work directly impacts software scalability, team velocity, and user satisfaction. By mentoring peers, leading one or more teams, and modeling best practices, this role helps shape a high-performing development culture. Responsibilities: *Leads the software implementation of smaller systems or sub-systems of complex systems given a high-level software architecture. *Translates the software architecture and requirements into low-level designs and implementation strategies. *Selects programming languages, frameworks, and tools appropriate to implement the software architecture and meet requirements. *Break down tasks into discrete objectives that support team goals and timelines. *Write maintainable code in accordance with team and organizational technical standards. *Develop and maintain full-feature solutions with documentation and automated unit/integration testing. *Debug and fix existing issues in software systems. *Conduct manual exploratory testing aligned with the project's testing strategy. *Review and advise on implementation approaches to align with business requirements. *Actively engage in Agile ceremonies and team collaboration. *Contribute to continuous improvement by providing feedback on technical and team processes. *Participate in peer code reviews and provide constructive feedback. *Collaborate with cross-functional teams, including designers and product owners, to build features that meet design and functional requirements. Work Experience Skills and Competencies: *Bachelor's degree in quantitative field such as engineering or mathematics (e.g. Electrical Engineering, Computer Engineering, Computer Science, Information Technology, or Information Systems); and shall possess Agile Developer certification or Certified Scrum Developer certification. *Three (3) years of professional experience with research, design, and development of computer and network software or specialized utility programs which may include database maintenance within an application area. *experience applying programming concepts in a professional or academic setting and notable experience with applying modern software development methodologies (e.g. agile, DEVOPS/DEVSECOPS) in a professional or academic setting. *Proficient in both front-end and back-end web development. *Skilled in one or more programming languages such as Node.js (Express), Python (Django/Flask), Go, Java (Spring), Ruby (Rails). *Familiar with front-end frameworks like React, Angular, Vue, or Svelte. *Proficient in HTML, CSS, JavaScript, and unit testing frameworks. *Experience with containerized development and deployment environments. *Expert in Git version control, including advanced actions like rebasing and cherry-picking. *Strong communication skills with technical and non-technical stakeholders. *Strategic thinking, peer mentorship, and leadership by example. *Proven ability to operate independently and in team settings. *Eagerness to learn new technologies and systems Physical Requirements: Ability to sit for extended periods while working on a computer or during meetings. Must be able to travel occasionally to client sites or company meetings. Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills. Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).
