Overview:
We are seeking an experienced Business Process Consultant to support strategic planning, budgetary alignment, and process optimization across two Directorates. This role plays a key part in driving mission impact through improved workflows, coordination, and decision support for executive leadership.
Key Responsibilities:
Initiate, implement, and manage the Annual Zero-Based Review process. Develop budget plans aligned with TTC roadmaps, Directorate goals, and ORMS strategies for Center Leadership recommendations. Support development of TTC's strategic plans, including IPBS and FYDP. Assist with budget-driven planning and external funding process alignment. Coordinate efforts with contractors and budget officers across both Directorates and all TTC departments. Analyze legacy business processes and support the design and implementation of optimized workflows. Provide technical editing and writing support, including documentation and mission impact highlights. Support tradecraft-driven strategy actions and compile consolidated recommendations. Prepare and review executive-level materials, finalize briefing packages, draft e-memos, and coordinate agendas. Implement governance-aligned workflows for review and approval processes. Ensure cross-program coordination to deliver relevant content for leadership decision-making. Interpret and integrate MOAs and Programs of Record across multiple Directorates.
Required Skills:
BA/BS degree plus 12+ years of experience
Proven experience in budget planning, strategic alignment, and organizational change management. Strong coordination and communication skills across multi-disciplinary teams. Ability to write, edit, and compile technical and executive-level content. Experience with Sponsor governance, strategic plans, and tradecraft actions. Deep understanding of Memoranda of Agreement (MOAs) and program integration.
