Overview:

We are seeking an experienced Business Process Consultant to support strategic planning, budgetary alignment, and process optimization across two Directorates. This role plays a key part in driving mission impact through improved workflows, coordination, and decision support for executive leadership.

Key Responsibilities:
  • Initiate, implement, and manage the Annual Zero-Based Review process.

  • Develop budget plans aligned with TTC roadmaps, Directorate goals, and ORMS strategies for Center Leadership recommendations.

  • Support development of TTC's strategic plans, including IPBS and FYDP.

  • Assist with budget-driven planning and external funding process alignment.

  • Coordinate efforts with contractors and budget officers across both Directorates and all TTC departments.

  • Analyze legacy business processes and support the design and implementation of optimized workflows.

  • Provide technical editing and writing support, including documentation and mission impact highlights.

  • Support tradecraft-driven strategy actions and compile consolidated recommendations.

  • Prepare and review executive-level materials, finalize briefing packages, draft e-memos, and coordinate agendas.

  • Implement governance-aligned workflows for review and approval processes.

  • Ensure cross-program coordination to deliver relevant content for leadership decision-making.

  • Interpret and integrate MOAs and Programs of Record across multiple Directorates.

Required Skills:

BA/BS degree plus 12+ years of experience

  • Proven experience in budget planning, strategic alignment, and organizational change management.

  • Strong coordination and communication skills across multi-disciplinary teams.

  • Ability to write, edit, and compile technical and executive-level content.

  • Experience with Sponsor governance, strategic plans, and tradecraft actions.

  • Deep understanding of Memoranda of Agreement (MOAs) and program integration.
