Mgr Plant Maintenance

Directs the programs and work efforts of the Electrical and Carpenter sections, and all outside painting and flooring contractors, engaged in maintenance, installation, and repairs of electrical systems and equipment, building components, and finished surfaces. Responsible for ensuring that the hospital's electrical systems are safe and operational and that all regulatory compliance issues are satisfied and that equipment is tested and inspected . Shares responsibility for energy management and conservation programs of the Hospital; acts in the absence of the Manager, Plant Operations as needed; responsible for reviewing the design and monitoring the installation of all Electrical, Fire/Detection alarm and Building Automation systems during construction.

1. Manages, directs, and inspects and coordinates the daily work activities of personnel working in the Electrical, Carpentry sections, all outside contractors and the department. Provides periodic reports of each of the sections activities.
2. Establishes programs and coordinates such programs for providing preventive maintenance and equipment monitoring. Selects, trains, and motivates employees in the electrical and carpenter sections. Makes effective recommendations relating to wage changes, promotions, transfers and terminations, and disciplinary action; and conducts or reviews regular performance reviews and reviews interview for and with section personnel. Ensures proper training of section supervisors in all Hospital personnel policies and procedures ; participates in the development of accurate and up-to-date position descriptions throughout own area of responsibility.
3. Reviews all Electrical construction drawings to ensure compliance with proper design procedures. Responsible for monitoring the installation of new electrical and fire detection systems during construction phase to ensure compliance with specifications. Works closely with the FD&C project team and supports their activities.
4. Ensures that environmental lighting conditions within the Hospital comply with accepted standards of comfort and health.
5. Assists in the development and implementation of energy usage for all electrical systems.
6. Prepares maintenance specifications necessary to obtain bids for contractual services.
7. Administers service contracts with outside vendors and insures that work is performed in accordance with specifications set forth.
8. Develops short and long-term programs to reduce energy usage in areas of responsibility.
9. Ensures that all safety procedures and regulations are followed.
10. Assumes the duties of the Manager, Plant Operations in his/her absence, as directed. Oversees equipment and some Capital Project installations directly.
11. Coordinates the shutdowns of electrical components. Is expected to be present during all major shutdowns of Electrical and Fire Detection systems.
12. Shares responsibility for the operation of the Honeywell and Johnson Controls Fire Detection Computer systems.
13. Develops programs to analyze manpower requirements and increase productivity.
14. Oversees maintenance and Electrical service contracts and assists in keeping construction costs to minimum by negotiations and assuming more responsibility of the equipment currently under contract.

29. Ensures that weekly and/or monthly meetings with each section and his/her staffs are held to discuss problems, concerns, policies, procedures, etc.
30. Ensures that all assigned personnel follow department policies and procedures.
31. Participates in the development and implementation of departmental and Hospital policies and procedures.
32. Develops short and long term programs to address and correct problems in assigned areas of responsibility.
33. Distributes department work order requests to people in assigned sections.
34. Evaluates new products for acceptability and compliance with Hospital needs and established standards.
35. Participates in various site inspections in the Hospital complex with insurance carriers, Fire Marshal and other individuals for monitoring or compliance with accreditation and safety standards.
36. Keeps the Manager, Plant Operations and the Director of Facilities Engineering informed of facilities improvement needs and costs through reports and specifications.
37. Demonstrates interpersonal behavior such as courtesy and discretion which fosters positive customer relations.
38. Supervises construction and renovation projects and special assignments to ensure safe, cost effective electrical systems and operations.
39. Maintains accurate documentation on personnel and all equipment per State, TJC and hospital requirements.
40. Ensures the timely ordering of supplies with the effective use of supplies and labor.
41. Performs other job-related duties as required.

EDUCATION (number of years and type required to perform the position duties):

Bachelors' degree in electrical or mechanical technology preferred, with emphasis on familiarity with electrical and distribution systems and construction in large, complex facilities. Minimum of High School and contractor or construction superintendent within the construction industry is required to perform in this capacity.

EXPERIENCE (number of years and type required to meet an acceptable level of performance):

Five (5) to eight (8) years experience in the construction superintendent field plus two (2) years experience functioning in a lead role, directing the work of others. A minimum of 5 years experience in an industrial/commercial environment, emergency power generation systems, lighting controls and fire alarm systems.

SPECIAL SKILLS:

Current desirable knowledge of technological developments in maintenance with strong electrical skills. Excellent supervisory skills. Familiarity with use of basic "office suite" software.

Incumbent held accountable for establishing work schedules and assigning work to respective groups of responsibility to achieve accomplishment; ensures that proper procedures and policies are followed and in general ensures that effective administration of own sections. In addition, the incumbent is responsible for the development and implementation of a rolling five-year electrical capital infrastructure renewal plan.
