The Position:

Chameleon Integrated Services is currently looking for a part-time Proposal Writer to support our internal proposal development efforts.

Overview:

We're seeking a part-time Proposal Writer with experience in federal contracting and technical writing to support proposal development across various agencies (DoD, civilian, state/local). This individual will work closely with business development and subject matter experts to craft compliant, compelling proposals tailored to RFP, RFQ, and RFI requirements.

Responsibilities:
  • Analyze and interpret solicitation documents (RFPs, RFIs, RFQs, SOWs)
  • Create outlines, compliance matrices, and content plans
  • Draft and edit technical, management, past performance, and staffing sections
  • Collaborate with SMEs to translate technical content into persuasive language
  • Ensure adherence to proposal schedules and deadlines
  • Support red team reviews and final production
  • Maintain and update proposal content library

Experience Required
  • 3+ years of experience writing federal or state government proposals (IT/cyber/AI domains strongly preferred)
  • Demonstrated knowledge of FAR/DFARS compliance and proposal best practices
  • Strong writing, editing, and research skills
  • Proficiency in Microsoft Word and Adobe Acrobat; familiarity with SharePoint, GovWin, or proposal automation tools (e.g., GovEagle) is a plus
  • Able to work independently under tight deadlines with limited supervision
  • Excellent attention to detail and organizational skills

Experience Preferred:
  • Background in supporting small businesses (SDVOSB, HUBZone, EDWOSB, 8(a))
  • Experience with proposal efforts in Seaport NxG, GSA MAS, or state-level QVLs
  • Understanding of procurement evaluation criteria (Section L&M)


Hours & Compensation:
  • Estimated 10-20 hours/week, with flexibility based on RFP activity
  • Hourly or project-based pay depending on experience
  • Competitive compensation commensurate with qualifications; bonus opportunities for awarded proposals
