Responsibilities
The Sponsor is seeking an experienced and motivated individual to perform in the role of Project Manager/Systems Integrator. The individual selected for this position will support the Sponsor in defining and implementing an enterprise-wide program for the advocacy of Contracting Officers' Technical Representatives (COTRs). In addition, this individual will work closely with the Program Management Center of Excellence (COE). The responsibilities will include a wide range of duties, including providing tactical and strategic roadmap support, developing and implementing training programs, analysis support, content management, reporting mechanisms, and office business rhythms. Responsibilities include, but are not limited to the following:
- Serving as the project manager to work with the government's authorized representatives and customer agency representatives in support of the biweekly COTR/PM Council meeting, to include agenda creation and capturing all related meeting minutes and actions.
- Leveraging industry's best practices (INCOSE, PMI, etc.) to establish a certification process and associated training programs.
- Support Senior Acquisition Executive Office (SAEO) in developing communication products for COTRs (e.g., emails and updated content on the COTR website).
- Attend meetings on behalf of SAEO in the advancement of various COTR projects and programs.
- Engage and collaborate regularly in certain working groups and technical exchange meetings and identify opportunities to partner and collaborate.
- Work closely with SAEO leadership to develop and execute plans to build out programs that serve the betterment of the COTR community.
- Serve as a point of contact to COTRs for questions regarding the COTR certification process and maintain the COTR Certification Model documents.
- Manage business processes within the COTR certification process, which will undergo transformation.
- Significant experience in acquisition processes, preferably senior COTR experience. This is a high-profile position that requires collaboration with senior officers and strong representational and communication skills.
- Must have experience at the enterprise level and have a working understanding of the Customer's mission and ethos.
- Demonstrated knowledge of business and management principles for strategic planning, resource allocation, and coordination of people and resources.
- Demonstrated knowledge of the use and tailoring of the Project Management Framework.
- Ability to identify complex problems, review related information to develop and evaluate options, and implement solutions.
- Ability to synthesize information from various resources.
- Demonstrated ability to multi-task and work independently; self-starter.

Qualifications
Required Qualifications:
- Must possess and be able to maintain a TS/SCI clearance with Polygraph.
- A degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.
- BS 12-15, MS 10-13, PhD 10+
- Ability to fully coordinate master project schedules.
- Ability to coordinate information flow between all programs and organizational managers.
- Ability to establish functional and technical specifications and standards, solve hardware and software interface problems, define input/output parameters, and ensure integration of the entire system or subsystem.
- Provide a total systems perspective including technical understanding of relationships, dependencies, and requirements of hardware and software components.
