The Procurement Manager will lead the supplier, procurement, and logistics organization. You will be responsible for developing the sourcing and negotiation strategies for a variety of components with key suppliers and develop a portfolio of major subcontracts & procurement activities. You will ensure all long-term agreements or purchase orders are executed in full compliance to the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and company policies & procedures. You will participate in capture/proposal efforts, gate reviews, as well as facilitate relationships across organizations and suppliers. You will manage subcontracts (domestic or international) and represent the Supply Chain organization at various levels on functional and cross functional teams to drive business success. You will report to the Director of Operations.


Responsibilities

  • Manage the overall sourcing and procurement activities from development through production and final contract close out
  • Develop tactical and strategic aspects of supplier relationships. Monitor and care for incoming supply of materials to fully support MRP and self-guided demand; includes interface with functional and internal support organizations, such as Integrated Product Teams (IPT), Engineering, Production Control, Operations and Material Program Managers, and Program Office
  • Develop negotiation plan and lead multi-functional negotiation teams; negotiation of price, delivery, payments, and all contractual terms; purchase order placement and maintenance; earned value management; milestone monitoring and completion assessments; trend analysis (as applicable)
  • Develop solutions to problems of unusual complexity that require a high degree of ingenuity and creativity. Perform risk analysis including identifying supply chain risks, opportunities, potential impacts, and mitigation plans
  • Communicate clearly, be proactive in a very fast paced environment, flexible, innovative, work with speed and agility yet be thorough, and facilitate tasks to completion
  • Perform price and cost analysis to make a fair and reasonable price determination
  • Develop business partner relationships with suppliers as well as internal stakeholders
  • Participate in the negotiation of long-term price agreements and other related agreements
  • Manage supplier performance metrics, perform risks and opportunities analysis, assess potential impacts and recommend/implement mitigation plans and corrective actions as necessary
  • Manage tactical and strategic aspects of supplier relationships. Monitor and care for incoming supply of materials to fully support MRP and independent demand

Qualifications

  • Bachelor's Degree in Business - Preferably in Supply Chain, 8 years relevant experience
  • Experience with FAR/DFAR, TINA, EX/IM
  • Price and cost analysis
  • Intellectual Property (IP) and Patent requirements to protect company's IP and patents
  • Experience leading executive and program level supplier reviews
  • Experience developing and delivering presentations (verbal and/or written) to key stakeholders
  • Experience in various aspects of negotiations, such as price, schedule, and terms & conditions
  • Ability to travel domestically / internationally, if required
  • Experience in USG & DoD contracting and supplier management
  • Subcontracts, MPM, and/or EVM Certifications or similar
  • NCMA CPSM Certification
  • Active clearance or ability to obtain a DOD Clearance
  • Experience managing major subcontracts and/or developmental subcontract effort
  • Knowledge of Microsoft Excel, Word, Outlook
  • Deltek Cost Point experience preferrable
