JOB SUMMARY The Janitorial Lead at Fort Bliss, Texas, is responsible for the full oversight and supervision of custodial services supporting the Air Force Security Forces Center (AFSFC) Detachment 3 and reports directly to the General Manager. Serving as the primary point of contact for all janitorial operations under the contract, the Lead ensures that cleaning services are delivered in strict accordance with performance standards, safety protocols, and Air Force facility requirements. This role includes developing staffing plans, coordinating daily and periodic cleaning schedules, monitoring quality control, and ensuring all team members follow established procedures and security requirements appropriate to a mission-critical environment. In addition to supervising janitorial staff, the Janitorial Lead maintains regular communication with Government representatives to address concerns, provide updates, and respond to emergent needs. The Lead is responsible for inventory management, supply and equipment readiness, training, compliance documentation, and overall performance reporting. With a strong focus on professionalism, responsiveness, and continuous improvement, this position plays a key role in maintaining a clean, secure, and operationally ready environment in support of AFSFC Detachment 3's mission. ESSENTIAL FUNCTIONS
- Oversee all custodial operations under the contract to ensure timely, high-quality service delivery in accordance with Air Force and contract standards.
- Serve as the primary point of contact with the Government for all janitorial-related matters, including daily communication, performance updates, and issue resolution.
- Develop and manage staff schedules to ensure adequate coverage across all required service areas and shifts.
- Supervise and support janitorial staff and shift leads, providing direction, training, and performance feedback to maintain consistent quality and safety.
- Conduct routine inspections and quality assurance checks to verify compliance with cleaning protocols, health and safety regulations, and performance standards.
- Respond promptly to special cleaning requests, emergencies, or deficiencies identified by Government representatives or internal audits.
- Maintain inventory of cleaning supplies, PPE, and equipment; ensure proper use, storage, and maintenance of all custodial materials.
- Develop and enforce standard operating procedures (SOPs), safety protocols, and training plans for all custodial personnel.
- Prepare and maintain documentation, including inspection reports, staff training records, material safety data sheets (MSDS), and timesheets, in compliance with contract and Air Force requirements.
- Coordinate with site security personnel and adhere to base access protocols, ensuring all custodial staff meet clearance or identification requirements.
- Support contract reporting obligations, including performance metrics, corrective actions, and staffing updates.
- Lead by example, promoting professionalism, accountability, and a culture of continuous improvement among all custodial team members.
- Participate in random drug testing program.
- Participate in company training.

SUPERVISORY RESPONSIBILITIES Yes KNOWLEDGE, SKILLS, & ABILITIES
- In-depth knowledge of janitorial operations, including cleaning procedures, equipment, and chemical usage in compliance with OSHA, EPA, and Air Force standards.
- Understanding of federal contract performance standards, including those related to quality control, staffing, safety, and reporting.
- Familiarity with facility-specific requirements and secure military environments, particularly those supporting Air Force Security Forces operations.
- Working knowledge of inventory control, supply management, and custodial equipment maintenance.
- Knowledge of MSDS, bloodborne pathogen protocols, and hazardous material handling.
- Strong leadership and team management skills, with the ability to direct, train, and motivate custodial staff across multiple shifts.
- Excellent verbal and written communication skills for clear interaction with Government representatives, supervisors, and team members.
- Effective time management and organizational skills to coordinate tasks, schedules, and inspections without service disruption.
- Competency in using computer systems for documentation, scheduling, inventory tracking, and reporting.
- Problem-solving and decision-making skills to address performance issues, safety incidents, or customer concerns promptly and professionally.
- Ability to interpret and implement contract requirements, custodial SOPs, and safety procedures within a structured, high-security environment.
- Ability to work independently and manage day-to-day operations while maintaining accountability for performance across all service areas.
- Ability to prioritize tasks and adapt to changing workload demands or emergency cleaning situations.
- Ability to build strong working relationships with Government personnel, subcontractors, and internal team members.
- Physically able to perform inspections and occasionally assist with custodial tasks when needed, including lifting, walking, and standing for extended periods.
- Ability to multi-task.
- Must be available to communicate with Government representatives.
QUALIFICATIONS
- High School Diploma or GED equivalent - Required.
- Minimum of 3 years' experience of supervisory in same position or a related occupation.
- Must be proficient in English to communicate with COR, staff and Government personnel.
- Must be able to pass a Tier 1 (NACI) background check and obtain base access.
- Ability to communicate effectively with team members, management, and external authorities.
- Valid state driver's license
- Must not have allergies to canines, as interaction with Military Working Dogs (MWDs) may occur.
- Must be physically able to perform cleaning duties and wear required PPE, including gloves, non-slip shoes, and eye/respiratory protection as needed.
- Must comply with Fort Bliss security, safety, and conduct regulations, including policies related to smoking, weapons, and controlled access areas.
