Position Summary

DEFINITION Under minimal supervision of the appropriate administrator, plans, organizes, coordinates, facilitates, and oversees a wide range of activities supporting military-affiliated students. Serves as a resource for veterans and military-connected students working with the Department of Veterans Affairs (VA). Serves as School Certifying Official (SCO), and provides non-instructional services to eligible veterans, reservists, dependents, spouses, and other students using Veteran Success Center (VSC) services. Promotes the retention and completion of military-affiliated students by reaching out and informing them of their status and any needed documentation. Serves as liaison between students, Allan Hancock College, veteran organizations, and the VA; and promotes and values the mission and vision of the college.
CLASS CHARACTERISTICS The incumbent relieves VSC supervisor(s) of various administrative and technical details of program administration. The position requires independent judgment for the interpretation and application of District and VA policies and procedures as they relate to the various Chapters for education benefits, frequent interaction with faculty, support staff, administration, and professionals from community-based organizations, state and federal agencies, and the general public. The responsibilities require sound judgment, tact, and excellent oral and written communication skills.

Essential Functions and Qualifications

- Collects and processes all military enrollment and verification forms, reviewing them for completeness and entering necessary data into college databases/systems to ensure compliance;
- Interprets and explains rules, regulations, procedures, and policies related to student registration, transcript evaluation, credit for prior learning (CPL), financial aid processes, graduation, degree attainment, and transfer requirements;
- Serves as School Certifying Official (SCO) by completing all responsibilities associated with the designation, including but not limited to reviewing, processing, and submitting certifications of student eligibility for VA benefits;
- Regularly meets with military-affiliated students to provide information related to their eligibility for benefits and refers students to other college departments as needed;
- Oversees the production, data compilation, research, and writing and editing of documents for grant proposals and various reports to ensure compliance with the Chancellor's office, VA, and all other entities;
- Oversees duties of student and temporary employees and daily office activities for the Veterans program under the general guidance of the appropriate administrator(s); Makes recommendations to the appropriate administrator regarding policies and procedures for the Veteran Success Center (VSC) employees, and advises other departments on the best practices for serving military-connected students;
- Collaborates with staff, faculty, and the appropriate administrator to coordinate the development and implementation of VSC Program Learning Outcomes (PLOs) and Program Review;
- Plans, organizes, and conducts orientations, presentations, workshops, and meetings to promote services to students and the community; maintains social media pages and VSC webpage, and prepares informational materials for military-affiliated students; and securely stores and maintains all VSC-related materials to ensure compliance.
- Creates and maintains materials for inreach and outreach efforts, and negotiates appropriate community-wide co-sponsorships and partnerships;
- Maintains a master calendar of all military-affiliated activities and prepares required reports;
- Maintains the physical and digital storage of confidential records for military-affiliated students, ensuring accuracy and compliance with privacy regulations; and conducts periodic self-audits of records for quality assurance.
- Maintains access to and utilizes relevant data to prepare reports and audits to ensure data accuracy related to the VSC;
- Refers military-affiliated students to appropriate district, community, and social service resources;
- Assists military-affiliated students in navigating college support services by working closely with other departments to provide financial aid support, enrollment services, reasonable disability accommodations, basic needs, student health services, and services offered by the college.
- Collaborate with other professionals to apply complex residency legislation, policies, procedures, and best practices.
- Coordinates and oversees VA work-study program;
- Provides administrative support for military-affiliated activities, including but not limited to: composing general office correspondence and performing clerical duties such as filing, data entry, mail processing, and form completion;
- Complete annual comprehensive course review and application for student eligibility with VA benefits;
- Develops and presents for administrators, faculty, and staff, and the Board of Trustees when requested;
- Relieves administrator(s) of administrative detail; resolves conflicts, assists in the coordination of district-wide division activities, programs, catalogs, and reports; makes referrals to appropriate technical staff; schedules meetings and makes arrangements; and sets up meetings (including facilities, auditors, equipment, and supplies);
- Coordinate with other departments, businesses, government agencies, and educational institutions to identify and provide resources and support to students; Serves as a liaison with internal and external constituents including state and federal agencies;
- Collaborates with colleagues to ensure the accuracy of content in the AHC Catalog, including the listing and reporting of degrees, certificates, and locations; prepares and submits reports to the State Approving Agency (SAA) and the VA for approval to ensure eligibility for benefits and funding.
- Maintains budget records, as appropriate; develops and inputs online purchase requests, initiates budget transfers, and processes invoices;
- Monitor VSC student progress to identify at-risk students and recommend interventions to support their ongoing success.
- Attends meetings, conferences, and events as required by the appropriate administrator.
- Facilitates and coordinates promotion of the VSC; represents the VSC at college events and various locations throughout the community; responsibilities include but are not limited to speaking at engagements, giving presentations, tabling, attending fundraisers and non-profit events, and helps with planning events at the college, district high schools, government facilities, and community agencies;
- Performs other related duties as assigned.

Minimum Qualifications
-
Education and Experience: A bachelor's degree in a related area and two years of increasingly responsible experience as an administrative assistant OR any equivalent combination of education, training and experience. Experience working with military culture and providing service to veterans is preferred.
License and Certificates Required:
- Must clear background check(s) applicable to authorization for entrance to military bases.
- Completion of annual School Certifying Official Training provided by the VA.
- A valid California driver's license and ability to qualify for district vehicle insurance coverage.
Working Conditions:
- Duties are primarily performed in an office environment, typically at a desk or computer;
- The incumbent will experience frequent interruptions throughout the regular workday;
- The incumbent will interact with executive, management, supervisory, academic, and classified staff, and the general public, through a variety of platforms;
- Work may require travel to other offices or locations within the district and outside the district for meetings or other work-related purposes.
Physical Demands:
- Typically, may sit for extended periods of time.
- Operates a computer.
- Communicates over the telephone, via email, in person, and through video conferencing.
- Regularly lifts, carries and/or moves objects weighing up to 10 pounds.
Special Qualification:
Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and to staff and students with disabilities.

The desired start date is September 2025. This is a full-time, 37-hour, classified, 12-month position. Work Schedule: Monday, Wednesday and Thursday 8:00 a.m. - 4:30 p.m., Tuesday 9:30 a.m. - 6:00 p.m., Friday 8:00 a.m. - 4:00 p.m. To be considered for this position, the candidate must submit the following application materials by Tuesday, August 26, 2025 by 11:59 PST:
