Responsibilities

Summary:
The Proposal Development Manager oversees the development of responses to Request for Proposals (RFPs) and other proposal related documents. Responsibilities include the management of a team of 5 Proposal Writers, Production Clerk, Proposal Coordinator and Graphic Design Intern ensuring the overall quality of written and visual content and compliance with RFP requirements. The Manager works closely with Business Development Executives, using business acumen judgement and a keen understanding of the company's business needs.

Primary Duties and Responsibilities:

  • The Proposal Development Manager manages all stages of the proposal development process. Oversees the day to day of the Proposal Writers, providing feedback and direction. Plans and manages proposal project schedules for RFP responses and provides oversight of the proposal process from initial receipt through final delivery. Provides direction to project design to ensure compliance and responsiveness.
  • Drives the implementation of the Proposal organization strategy including adherence to the Standard Operating Procedures (SOP), training, development and continued process improvement to maximize productivity and efficiency.
  • The Proposal Development Manager communicates verbally and in writing to the Agency throughout the RFP process.
  • Works closely with Business Development, to facilitate the development of pursuit/capture/pre-proposal data to include but not limited to, technical solution outlines, competitive analysis and win theme.
  • The Proposal Development Manager works with Business Development to ensure effective proposal response integration of win themes, opportunity advantages/disadvantages, political climate and competitive positioning.
  • Demonstrates business acumen by exercising sound business judgement, strategic communication with internal and external key stakeholders, keen understanding of the company's financial profitability, the competition and the market.
  • The Proposal Development Manager collaborates with cross-functional internal departments to ensure the proposal content is complete, accurate and meets the agreed upon deliverables. Reviews the responses from the cross-functional departments and works closely with the stakeholders to ensure responses are compliant and competitive.
  • Manages and provides guidance to the Proposal Writer to ensure they are creating compelling content driving win themes and solution strategy, conducting research and collaborating with Subject Matter Experts (SMEs).
  • Manages the Graphic Design Intern to ensure graphics translate into informative images and meet requirements/compliance.
  • Meets with Proposal Writer to conduct a proposal response review for pink, red and gold draft, providing feedback on the solution, content flow, compelling narrative, compliance, positioning and grammar/style.
  • Collaborates with the Proposal Writers to ensure response conveys a personal understanding of the client's needs, responses are compliant, narrative reads as a single voice and content adheres to the evaluation criteria.
  • Serves as a liaison with the Contracts department and the Tax department to address any needs outside of the day to day proposal process.
  • Supervises the proposal production, printing, assembly, shipping process, supplies, equipment maintenance and coordination of one-off printing requests from external departments.
  • Promotes the use of Qvidian to capture knowledge gained from prior RFP responses and to ensure consistency.
  • Upon receipt of a solicitation, reviews and provides guidance to the Proposal Writer on the scope of work, design, service requirements, compliance, evaluation criteria, terms and conditions and pricing. Discuss how company products and services can meet the needs of the Agency\Upon receipt of a solicitation, provides guidance to the Proposal Writer in preparation for the Capture Levelling call to include questions for the Capture team, questions for the Agency, timeline and understanding of the requirements.
  • Develops and implements improvement processes for the Proposal department to ensure efficiency and maximization of tools and resources.
  • As required based on complexity and bandwidth, the Proposal Development Manager will be responsible for leading responses to solicitations including:
    • Assumes responsibility for all aspects of assigned proposals, including proposal design, written and graphic content, accurate completion of proposal forms, and inclusion of supporting documentation.
    • Develops customized, compliant, and compelling content for proposals by conducting research, interviewing Subject Matter Experts (SMEs), and reviewing and editing inputs from SMEs.
    • Develops and designs proposal structure and outline in accordance with solicitation requirements and to support reader-friendly narrative structure.
    • Builds compliance matrices and other tools to ensure proposals are complete and address all requirements.
    • Coordinates and submits questions to procurement officials regarding the solicitation and interact with procurement officials.
    • Plans and coordinates the assembly and shipment aspects of proposals to ensure proposal packages are professional and compliant with solicitation requirements, including letters of transmittal, proposal covers, binders, tabs, labels, boxes, CDs.

Qualifications

Minimum Requirements:

  • Bachelor's Degree in Criminal Justice, Marketing, Communications, English, Writing, Journalism, or related field required. Work experience in a related field or position may be considered at the discretion of the Proposal Development Director. Master's degree is desirable.
  • Three (3) to Five (5) years of experience in Proposal Development, Proposal Management, Government Procurement or relevant field such as Program/Project Management, including communication, leadership, team management, negotiation, organization, and risk management skills.
  • Three (3) years minimum of management experience is preferred.
  • Ability to manage multiple projects simultaneously and prioritize appropriately while meeting all deliverables and deadlines.
  • Excellent editing, organizational, and project management skills.
  • Strong communication, leadership and interpersonal skills, with the ability to engage and motivate diverse groups of internal and external stakeholders.
  • Excellent writing, editing, organizing and document layout skills.
  • Proficiency managing cross-functional teams.
  • Strong reasoning, problem-solving, critical thinking, and analytical abilities.
  • Ability to manage multiple assignments simultaneously and to prioritize appropriately with focus on meeting all deliverables and deadlines.
  • Excellent facilitation, organization, and time management skills, including the ability to schedule and manage the entire proposal development lifecycle and process.
  • Ability to quickly develop working knowledge of Company products and services and to clearly explain all capabilities and benefits.
  • Business writing skills and professional writing experience required. Familiarity with Chicago Manual of Style preferred.
  • Familiarity with Qvidian and Salesforce.com preferred.
  • In-depth knowledge of MS Office suite. Advanced proficiency with Microsoft Word.
  • Familiarity with Adobe Acrobat, Adobe Illustrator, and InDesign preferred.
  • Exceptional attention to detail with minimal error rates.
  • Proficient with negotiation, presentation, and meeting facilitation skills.
  • Availability to work flexible hours during critical proposal milestones and deadlines.
  • Ability to travel occasionally with overnight stays.
  • Performs other duties as assigned.
