Position Summary
This position will serve as a business management lead within the College of Public Health with responsibility for the supervision of the College's business managers as well as primary responsibility for the business management activities of an assigned unit(s) within the College.
Knowledge, Skills, Abilities and/or Competencies

  • Thorough knowledge of financial and administrative principles and practices pertaining to the college.
  • Experience developing management and supervisory principles and practices.
  • Extensive knowledge of university budget and accounting rules, policies and procedures.
  • Ability to develop and participate in strategic planning.
  • Strong leadership and communication skills.

Duties/Responsibilities
Fiscal and Administrative Operations Management
Provide direct supervision, guidance, and support to the College's team of business managers including:
Daily Supervision

  • Managing and approving time and attendance
  • Ensuring adequate coverage of responsibilities during absences
  • Assigning and prioritizing work


Productivity Management

  • Monitor business manager workflows and ensure timely completion of tasks
  • Manage business manager assignments and ensure completion within assigned deadlines

Training and Development

  • Providing planned and ad-hoc training on business processes and tasks
  • Mentoring business managers by providing input and guidance related to their work

Duties/Responsibilities
Departmental Business Management
Serve as the primary business manager for an assigned unit(s) within the College of Public Health including:

Budget & Finance

  • Work with the College Financial Director on the annual budget proposal and any changes needed.
  • Manage the day-to-day business functions of the department to include initiating budget transfers, approving journal and payment requests, reviewing and approving purchase requisitions, and requesting necessary chart fields and access from the College's Financial Director.
  • Reconcile monthly accounts to ensure that expenditures are in compliance with stated policy and guidelines and correctly entered.
  • Perform corrective actions on inconsistencies.
  • Prepare monthly account summary reports for faculty.
  • Prepare monthly account reconciliations for Financial Director's review.


HR/PERSONNEL

  • Assist the Department Head in departmental personnel matters to include job postings, performance evaluations, and salary compensation in collaboration with the HR Director and the College Financial Director, maintaining a high level of confidentiality necessary.
  • Work and coordinate with HR Director on new hires (staff, students, graduate students) and faculty appointment paperwork.
  • Work with Payroll Manager to ensure that payroll is accurate for all departmental employees and funding is correct.
  • Prepares promotion and tenure dossiers and coordinates post-tenure reviews.

GENERAL

  • Routine correspondence, calls, and e-mails.
  • Draft and proofread letters and other written materials related to financial matters.
  • Participate in managerial meetings as requested, providing advice based on financial and UGA policy and procedural knowledge.
  • Serve as liaison and point of contact for the department with deans, department heads, and other internal UGA contacts in the UGA Business and Finance office, Contracts and Grants, Global Engagement, Sponsored Programs, Human Resources, Campus Reservations, UGA Printing, Central Duplicating, Campus Mail, Parking Services, Facility Management Division, Office of International Education, Procurement, outside vendors, and business and other state, national, and international colleges and universities.

Policy and Procedure Support

  • Assisting with the development/update and implementation of financial and administrative policies and procedures
  • Research and interpret policies and provide summary reviews and recommended actions.
  • Build resources and tools as needed to assist the College in executing procedures and adhering to policy.


Continuous Improvement

  • Lead and actively contribute to improvement efforts related to College business practices.
  • Develop methods to encourage business managers and administrative staff to identify and pursue improvement opportunities.

Reporting

  • Serve as the reporting liaison for the College
  • Build and maintain a routine reporting process for business managers to relay financial information to stakeholders.
