Background NOAA's National Geodetic Survey (NGS) provides the framework for all positioning activities in the Nation. The foundational elements of latitude, longitude, elevation, and shoreline information impact a wide range of important activities. NGS Coastal Mapping Program (CMP) supplies the shoreline for NOAA's nautical charts and other users using photogrammetry, which creates digital maps of the shoreline. NGS is responsible for mapping the 95,000 miles of the U.S. shoreline. Currently the CMP has a data base of over half a million aerial photographs and thousands of shoreline maps. Position Description ERT is seeking a candidate for our Cartographer/GIS Technician position with ongoing topographic/bathymetric LIDAR projects. The best candidate will understand NGS' strategic goals and its mandate for shoreline mapping under the CMP. Job duties include:
- Conduct QA/QC reviews of products/deliverables that support RSD. QA/QC will involve, but is not limited to coverage analysis, qualitative and quantitative, format, datum, and metadata assessments.
- Perform capturing, processing, georeferencing, classification, editing, quality control, and accuracy assessment tasks in a GIS environment.
- Quality assurance and quality control of Remotely Sensed data including LIDAR derived Digital Elevation Models (DEMs).
- Classify and clean LIDAR point cloud data.
- Extract, clean and edit, quality control, and perform feature attribution of shoreline from lidar-derived Digital Elevation Models with aid of digital aerial imagery.
- Evaluate, edit, process, and upload coastal vectors using GIS tools.
- Create DEMs using softcopy photogrammetric methods and from LIDAR point clouds using GeoCue, Terrasolid, QTModeler, ERDAS, ArcGIS, and Surfer Software.
- Perform horizontal and vertical datum transformations utilizing VDatum, GeoCue, and ArcGIS software.
- Generate metadata associated with digital geographic information.
- Write reports, documentation, and Standard Operating Procedures associated with the processing and completion of deliverables and projects.
- Work efficiently in a production team environment, with reviewers and mapping professionals (both internally and externally), in order to ensure a high level of development and Quality Control of all RSD products generated.
Required Skills
- Proficient with working with LIDAR and DEMs.
- Proficient with ArcMap, ArcGIS Pro, LP360, MicroStation, TerraSolid Suite: TerraScan, TerraModeler, TerraMatch.
- Ability to work quickly while maintaining attention to detail.
- Ability to work both as a team and independently.
- Must have excellent verbal and written communication skills.
- Must be a US Citizen or a Permanent Resident and be able to pass a Public Trust background investigation to obtain a security badge.
Education Bachelors of Science degree in GIS, Geography, or related science. Location This is a fully remote position supporting work in Silver Spring, MD. Compensation The salary range for this role is $50,000 - $125,000/year. This range is a good faith estimate based on similar roles across the organization.
