Job Summary
This position within the Human Resources Quality Assurance & Improvement (QA&I) function plays a key role in advancing Dallas College's HR transformation by embedding project management, quality assurance, and process improvement into the execution of HR initiatives. The role ensures that audit readiness, compliance, and digital
transformation efforts are supported with consistent, scalable practices and that quality remains a foundation across all HR functions.
The HR Project & Quality Analyst will manage HR projects, monitor progress and risks, develop standard operating procedures (SOPs), and centralize documentation. This role supports cross-functional collaboration with HR Centers of Excellence (COEs), the Employee Experience Center (EEC), and HR Business Partners.
Required Knowledge, Skills, and Abilities
- Strong project management skills with the ability to plan, track, and deliver initiatives on time and within scope.
- Knowledge of quality assurance methods and process improvement techniques (Lean Six Sigma, Kaizen, etc.).
- Ability to develop and maintain SOPs, audit tools, and compliance controls.
- Proficiency in HR technology and service delivery platforms (Workday, ServiceNow HRSD Virtual Agent, or similar).
- Data analysis and dashboarding skills to track KPIs, project milestones, and quality metrics.
- Strong stakeholder management and communication skills to engage across diverse HR functions.
- Capacity to translate complex processes into clear documentation, training, and knowledge resources.
- Ability to balance multiple priorities in a dynamic environment, maintaining focus on outcomes. Act as communication funnel between HR and internal customers regarding approvals, processes, and projects.
- Ability to manage multiple assignments simultaneously utilizing organizational and time management skills.
- Partner with stakeholders to successfully resolve problems or answer questions promptly.
- Partner with front facing HR COEs across the enterprise to manage sensitive employee data within the HRIS platforms and in accordance with Dallas College policies and regulations
- High level of attention to detail and accuracy.
- Strong problem-solving and critical thinking skills.

Minimum Requirements
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Minimum of 3 years of progressive experience in HR operations, project management, or quality assurance.
- Demonstrated experience in managing projects and implementing process improvements.
- Strong skills in data analysis, reporting, and documentation.
- Official transcripts and certifications required.
- Current and valid Texas driver's license required.
- Bilingual or Multilingual preferred.
Certifications (Preferred)
- PMP, Lean Six Sigma, and KCS (Knowledge-Centered Service) certification.

Key Responsibilities
- Project Management: Leads the planning, execution, and monitoring of HR initiatives aligned with institutional goals, ensuring timely delivery of milestones, proactive risk management, effective issue resolution, and cross-functional coordination. Maintain project documentation and reporting for transparency and alignment.
- Quality Assurance & Improvement: Drives continuous improvement by conducting process reviews, developing and implementing SOPs and compliance controls, supporting internal audit readiness, and maintaining QA dashboards to monitor performance and compliance metrics.
- Knowledge Management: Maintains centralized HR documentation and knowledge assets. Collaborate with HRISand EEC to enhance chatbot accuracy, prioritizing article approvals and virtual agent enhancements. Develop dashboards and reporting tools to support leadership visibility and informed decision-making.
- Process Optimization & Change Enablement: Promotes operational excellence by sharing best practices, supporting stakeholder training and change management efforts, and fostering a culture of accountability and continuous improvement. Coach HR teams to initiate and manage projects independently with guidance from QA&I.
- Professional image with strong interpersonal skills to form good partner relationships across different functional areas and communicate complex information in a straightforward, understandable manner.
- Capable of managing and handling highly confidential and sensitive information.
- Ensuring that all documentation, including policies, procedures, and FAQs, is clear, concise, and aligned with Dallas College's standards. Regularly reviews and updates materials to reflect changes in processes or policies.
- Monitors the usage of Knowledge Central, gather feedback, and analyze data to identify trends, gaps, and areas for improvement. Reports on content accuracy, and effectiveness using dashboards and analytic tools. Provides regular reports for management on portal usage and effectiveness.
- Collaborates with HRIS to ensure that Knowledge Central is seamlessly integrated with other systems and platforms used within the Employee Experience Center and Dallas College. Ensure knowledge tools support the broader goals of automation, self-service, and continuous service improvement.
- Completes required Dallas College Professional Development training hours per academic year.
- Performs other duties as assigned.
