Job Overview/Duty Description: The Commander primarily serves as the assistant to the Protective Force Manager (PFM). The Commander assists the PM to ensure overall contract compliance and is responsible for administrative functions on site. When fulfilling the position of Shift Lieutenant, acts as the senior leader for assigned SPOs, PF routine duties, and emergency situations. Essential Job Responsibilities: The Commander is responsible for the day-to-day contract administration. The Commander works with the PFM to determine appropriate staffing levels and works with corporate on interviewing and hiring employees. The Commander works in conjunction with the PFM on workforce planning and schedule management, contract and employee level performance, and maintaining the strong morale and discipline of the security team. Direct responsibilities include:
Ensuring all posts are covered by trained and certified SPOs daily. Daily, compliant operation of the designated PF shift. Ensures PF shift meets site standards and shift SPOs are always held to site expectations and standards. Required to maintain the following: Obtain and maintain NTC armorer certifications (PFT-106DE, Firearms Safety, LFR-100, Armorer Certification I, and LFR-104, Armorer Recertification). Obtain and maintain NTC certification (MIT-111, Basic Instructor Training) for teaching TRF-100 Site-Specific OJT, and Annual Training Plan training/qualifications. Supervises and/or conducts On the Job training program Serves as a backup trainer for TRF's. Responsible for pre-shift activities: site status (e.g., operational, safety, security, etc.), weapons, ammunition, 161k cards, and equipment issue, and guard mount when fulfilling the role of Shift Lieutenant. Weapons, ammunition, 161k cards, and equipment inventory when fulfilling the role of Shift Lieutenant. Completion of NTC TRF-100D, Introduction to Protective Force, PFT-110, Basic Security Officer Training, PFT-215, Basic Security Police Officer Training, Site-Specific OJT, and Annual Training Plan training/qualifications. Performance of administrative functions required for the PF program, such as assisting in the revision of plans and procedures. Working with Shift Lieutenants to plan work schedules and assist in call-offs, ensuring post coverage requirements. Evaluate and direct (within authority) all aspects of FSV programs for compliance, effectiveness, and safety with standards, policies, directives, and laws. Draft monthly safety, quality assurance, and self- assessment reports. Responsible for hiring and performance management, including corrective action and terminations in conjunction with human resources. Serves as a corporate liaison, escalating contract issues and/or concerns to headquarters. Serve as PF Manager, when delegated. Other duties as assigned by the PF Manager.
Educational/Experience/Training Requirements:
Prefers applicant possesses a Bachelors in a relevant field and 5 years prior armed security experience, law enforcement, military service (will accept 7 years of relevant experience in security, law enforcement and military service in lieu of degree). Must have an active DOE "L" security clearance, a DoD secret or higher. Equivalent clearances issued by other Federal Agencies at the equivalent or higher level will be considered if they can be reciprocated by the DOE. Experience developing, managing and overseeing 24x7 guard force operations to include management of fixed master schedules, staffing full and part time employees to meet planned and unplanned absences, and minimizing overtime Completion of NTC TRF-100D, Introduction to Protective Force, PFT-110, Basic Security Officer Training, PFT-215, Basic Security Police Officer Training, Site-Specific OJT, and Annual Training Plan training/qualifications. Department of Energy National Training Center DOE-101DE, Department of Energy Orientation. Willingness to work all shifts, holidays, weekends, and serve as Shift Lieutenant as required by the PF Manager. Ability to complete and manage automated and written reports and training/qualification records. Capable of understanding, following, and enforcing site and federal directives, policies, and procedures. Working knowledge and ability to operate MS products (e.g., Word), email, Deltek time keeping system, and other required technology systems and programs. Strong written and verbal communication skills. Willingness to work non-standard schedules if/when necessary. Must be drug free and be able to pass initial and random drug screenings. Proficiency with guard force scheduling systems. Maintain annual SPO training, qualification, medical, and fitness for duty requirements.
