Community Program Liaison


Behavioral Health Services - SUD Team


Hourly Pay Range: $26.61 - $39.91

Job Summary: The Community Program Liaison will work with the SUD (Substance Use Disorder) team in creating new process flows and technical assistance for providers. This position will work within the Electronic Health Record making sure consumers are in the appropriate level of care. The Community Program Liaison will interact with consumers and contracted agency providers, on the phone, email, and face to face. This role will attend community events and complete special projects as assigned.



Essential Responsibilities:



  • Develop, coordinate, and participate in measures to monitor quality of services provided by the Community Access to Recovery Services (CARS) community-based programs, including audits and reviews of documentation to match grant requirements.
  • Work closely with contracted providers to ensure their clinical, technical, and programmatic needs are met. Provide training and phone support as needed.
  • Work collaboratively with different departments within Behavioral Health Services (BHS) and CARS as well as with our provider network on identifying and supporting process improvements for the SUD system of care.
  • Participate in Milwaukee County's vision of being the healthiest county in Wisconsin by achieving racial equity. This can include attending trainings, helping to ensure documentation reflects equity, incorporating equity into programming, and reviewing consumer care.
  • As needed, assist with grant fidelity as it relates to programming, data, and incorporating ideas around social determinates of health.
  • Work within a team to create audit tools and complete audits on different programs. Report out on audit findings in person or virtually on Zoom or Microsoft Teams.
  • Attend Community events that the SUD system of care is involved in.
  • Assist providers and BHS operations such as the fiscal team in completing error corrections and other means necessary to keep medical and fiscal record keeping accurate in a timely fashion.
  • Work closely with programmatic leadership to participate in Utilization Management and Utilization Review activities to ensure clients are receiving the right level of care, for the right amount of time, and are referred to other services and/or discharged as needed.
  • Assist program leadership in organizing, attending, and running provider meetings that are held on both a routine and ad hoc basis for programmatic oversight, collaboration, and training.
  • Perform all other duties as assigned.


Minimum Requirements:



  • Current resident of Wisconsin.
  • Possession of a valid Wisconsin Driver's License.
  • Possession of a Bachelor's Degree or higher in Human Services or a Related Field.
  • At least three (3) years of experience with mental health and/or substance use disorders.
  • Knowledgeable of federal, state, and county regulations relation to the provision of behavioral health services.
  • Understanding of supportive services such as Community Support Programs, Targeted Case Management, Comprehensive Community Services, and substance abuse treatment programs.
