Full Time; Days: 8:00am- 5:30pm Monday - Friday

Expected starting wage range is $125,258.42 - $154,736.95. Telecare applies geographic differentials to its pay ranges (the stated range is for applicants living in the SF Bay Area). The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements.

POSITION SUMMARY

The Benefits Manager is responsible for the analysis, implementation, administration, and communication of Telecare benefit programs to all employees, including health, welfare, wellness, retirement plans, Employee Assistance Plans, COBRA and Life Insurance claims, as well as providing leadership and supervision to the Benefits Team. The Benefits Manager is also responsible for ensuring the organization meets compliance for medical and retirement plan audits and reports.

QUALIFICATIONS Required:

* Bachelor's degree in Human Resources or related field or equivalent combination of education and/ or experience.

* Eight (8) years of progressive experience in benefits planning, management, administration, and compliance in an organization with locations in multiple states.

* Experience and demonstrated knowledge of benefits configuration, administration, and reporting in UKG

* Comprehensive knowledge and experience with administering benefits and retirement plans

* Demonstrated ability to explain complex programs and technical information to non-technical stakeholders.

* Ability to lead activities and projects.

* Demonstrated experience and knowledge of government regulations as they apply to health and retirement plans.

* Intermediate to advanced Microsoft Excel skills, proficiency in MS Word and PowerPoint.

* Ability to prioritize and multi-task.

* Ability to strategically plan and identify issues and bring them to resolution.

* Ability to partner with other functional areas and Third-Party Administrators

* Demonstrated ability to lead teams in the achievement of assigned goals.

* Must be at least 18 years of age

* All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, valid driver license, a motor vehicle clearance and proof of auto insurance is required at time of employment and must be maintained throughout employment. Additional regulatory, contractual or local requirements may apply

Valid and current driver's license, and personal vehicle insurance with your name listed as a driver.

Willingness to use your personal vehicle to attend meetings, etc. (weekly mileage reimbursement at the IRS rate)

ESSENTIAL FUNCTIONS

* Demonstrate the Telecare mission, purpose, values and beliefs in everyday language and contact with the internal and external stakeholders

* Ensures compliance with all appropriate government requirements and filings, e.g. ERISA, DOL, IRS, including the Patient Protection and Affordable Care Act of 2010

* Participates in the design, planning, and implementation of the company's benefits programs, including health and welfare, 401k plan, voluntary benefits, and wellness initiatives.

* Leads the annual benefits open enrollment process and ensures all changes are made by the effective date.

* Designs or revises the necessary processes to implement all benefits and retirement programs.

* Researches, resolves, and addresses employee's benefit and compensation inquiries; communicates findings and recommendations/resolutions to employees, HR team members and/or leadership.

* Administers the day-to-day activities of all Retirement plans including contributions, distributions, loans, and reconciliations. Oversees the audit process. Prepares communications for employees.

* Audits invoices and reimbursement requests and reconciles expenses of benefit plans and programs to ensure accurate reporting and timely payment of invoices and reimbursements.

* Ensures benefits programs deliver a great employee experience through innovative solutions, communications, and education

* Collaborates with Communications team to ensure benefits programs are communicated effectively and creatively to employees and dependents.

* Partners with Benefits Brokers and vendor partners to ensure benefits are designed competitively and delivered efficiently and effectively.

* Monitors trends, legislative and business changes for impact on benefits and ensuring legal compliance.

* May analyze market competitiveness and cost-effectiveness of benefits plans to ensure they optimize the ability to attract and retain talent.

* Maintains current knowledge of related government rules and other applicable laws and regulations.

* Monitors trends, legislative and business changes for impact on total rewards and ensuring legal compliance for total rewards programs.

* Assists in the development of collective bargaining agreement proposals for benefit and analyze union benefits demands. Obtain and prepare data for management and union proposals and agreements.

* Supervises, mentors and manages performance of assigned staff.

* Maintain compliance with all company policies and procedures.

PHYSICAL DEMANDS

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

The employee is occasionally required to stand, walk, bend, squat, kneel, twist, reach, lift and carry items weighing 25 pounds or less; drive, lift, and carry items overhead up to 10 pounds, do simple grasping occasionally, as well as sit frequently.
