VTS Stock Clerks Leads (SCL) shall assist Material Coordinators with the supervision of the work shift in which they are scheduled and as such, assist in ensuring that all Stock Clerk employees scheduled on their shift report to their workplace on-time and proper customer support is provided throughout the entire shift. Due to the potential for fluctuating customer production schedules, SCL schedules may vary from week to week and at times daily. Assignments may be full-time and/or part-time as necessary to support a 2-shift operation, 6 days per week. In addition to assisting Material Coordinators with supervisory responsibilities, the SCL performs all duties of the Stock Clerk, including all Issue Center, Point of Use (POU), Bulk/Gas Hazardous Material (HM) support processes and is responsible for receiving, labeling, storing, issuing, turn-in, decanting, and HM replenishment. SCLs coordinate with supply teams for receiving and running reports, conducting HM inventories in support of WR-ALC Artisans. SLCs shall assist Material Coordinators in ensuring operations are conducted in accordance with the contract Performance Work Statement, VTS Standard Operating Procedures/Process Instructions, and all other applicable governing directives. The SLC shall assist the Material Coordinator in providing personnel supervisory oversight, guidance, training, and direction to Stock Clerks performing operations on their assigned shift. SCLs will liaison between Material Coordinators and Issue Center and Point of Use Stock Clerks to ensure Artisan needs are met and all operations are conducted properly and in a timely manner.

Specific Issue Center Stock Clerk Lead duties include, but are not limited to the following:



  • Assists in supervising Stock Clerks and maintaining compliance of all safety procedures and protocols including use of PPE, buddy care, etc. on shift assigned; SLCs will not perform disciplinary or human resource activities.
  • Assists in ensuring shift schedules are correctly maintained, proper support is manned in all areas during assigned shift and that all Issue Centers (HTA's) are supported without fail during shift changeovers and weekends.
  • Assists with all daily, monthly, and yearly checklists are fully executed and documented for their shift.
  • Assists with the oversight and execution of all Issue/Turn-in transactions at a fast-paced and high-volume to ensure requesting Artisans are supported in a timely manner, ensuring immediate support requests are fulfilled.
  • Assists in ensuring all necessary Shelf-Life Extension Updates are initiated (lab or internal) to ensure the maximum shelf-life of HM. Ensure items with SL extensions or denials are dispositioned correctly and segregated accordingly.
  • Acts as the point of contact for emergent customer needs in the absence of Material Coordinators.
  • Maintain proficiency in the use of EESOH-MIS to ensure all HM is properly tracked from receipt through use/disposition.
  • Monitors HM EESOH-MIS stock reports and conduct physical inventory checks to validate inventory levels and recommend stock orders and/or inventory level adjustments.
  • Coordinates and trains Issue Center/POU Servicing Stock Clerks on all requisite tasks.
  • Facilitates between Artisan at their point of issue and the CMS Supply Team, to ensure orders are placed as needed.
  • Examines stock upon receipt to ensure integrity before signing for material; verify receipt of HM transferred/sold to Issue Centers (HTA's) from CMS 3PL Material Expeditors by signing/validating documentation.
  • Executes on-base HM transfers to match production fluctuations as directed by the Material Coordinator.
  • Transfers, receives, labels and stores HM correctly and efficiently, at an accuracy of at least 98%.
  • Creates, maintains, and compiles issues, receipts, delinquent Artisans, and Inventory Reports IAW established deadlines to ensure proper inventory maintenance (Stock Levels, SL Accuracy, etc.).
  • Places restock orders in a timely manner to ensure proper stock levels maintained; transport HM between Issue Centers (HTA's) to coincide with demand.
  • Stores HM according to the Shelf/Bin process following all applicable regulations when storing, transferring, and receiving HM. Maintain all assigned Point of Use lockers and carts/kits.
  • Issues and turn-ins Hazardous Material (HM) physically and in EESOH-MIS database following proper Artisan identification and system's authorized user list; remove and process non-conforming stock from general inventory (Code J, Expired, and Questionable Integrity HM).
  • Ensures proper use/maintenance of Issue Center Waste Accumulation Point containers; under no circumstances shall a SCL manage HAZWASTE (HW) or determine/identify proper waste stream.
  • Decants HM from parent to child containers to meet production needs.
  • Ensures industrial cleanliness of work-area and HM.
  • Dons proper Personal Protective Equipment at all times.
  • Operates motor vehicles, motorized scooters, golf-carts, forklifts, bicycles, and/or burden carriers as assigned.
  • Other duties as assigned. May be temporarily assigned to other duties as necessary to meet VTS/contract requirements.

Qualification Requirements



  • Must be a Citizen of the United States.
  • Must maintain a valid state driver's license and clean driving record at all times.
  • Must pass a criminal and financial background check prior to hire and must be able to pass and sustain the DLA PSI background check criteria during the entire duration of their employment.
  • Select Stock Clerks are required to obtain and maintain a SECRET level Security Clearance.
  • High School Diploma or an equivalent. Experience in handling and storing HM desired.
  • Must be able to safely lift 60lbs, unassisted.
  • Must possess strong interpersonal, organization and communication skills.
  • Must present a neat and professional appearance IAW VTS policy and consistent with the workplace environment.
