The Maryland Port Administration (MPA) is a 205-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. General Role Description:
The Maryland Port Administration (MPA) is looking for a Facilities Maintenance Supervisor to join its Facility Maintenance Underground Division. This motivated, positive, and driven professional will be primarily responsible for supervising and directing a team of employees in carrying out inspections, preventative maintenance, and both corrective and emergency repairs. This work will focus on the MPA's underground utilities and marine terminal infrastructure. The role also involves planning, scheduling, organizing, and directing maintenance and repair activities on the vast range of terminal infrastructure, including piers, bulkheads, water systems, railways, roads, buildings, electrical and communication systems, lighting, fire protection systems, and security systems. This is a key position that supports the broader MPA Facilities Maintenance/Operations Division and is critical to ensuring the smooth operation of the port's essential infrastructure.

Essential Duties and Responsibilities

  • Supervises and coordinates all maintenance for underground utilities and marine terminal infrastructure.

  • Schedules, plans, and assigns work using the Maximo system.

  • Prioritizes work orders and assigns jobs to employees.

  • Establishes preventative maintenance programs to extend equipment life.

  • Prepares reports on work in progress, completed tasks, and equipment status for management.

  • Reviews work procedures and meets with staff to resolve issues.

Team & HR Management
  • Administers all Human Resources issues, including leave requests, recruitment, and schedule changes.

  • Conducts employee performance evaluations and oversees training.

  • Monitors overtime and employee probation periods.

Operations & Emergency Response
  • Responds to emergency calls 24/7 for events like power outages, floods, and winter weather.

  • Serves as the on-call duty supervisor on a rotating basis.

  • Prepares cost estimates for new installations and repairs.

  • Provides oversight on safety procedures for hazardous conditions.

  • Assists other departments on collaborative projects.

  • Contributes to departmental budget estimates.


The current vacancy exists at the MPA Dundalk Marine Terminal. This position reports directly to the Assistant Manager of Skilled Trades Operations and Logistics.

Employees in this class are considered essential employees and are subject to call 24 hours a day, as may be required in order to maintain continuous operation of a facility. Employees may be required to work rotating shift work, to include evenings, nights, weekends, and holidays. In the event of hazardous weather or highway conditions employees may be called to duty during off-hours in order to maintain and repair equipment. This is maintenance work and requires physical exertion that is performed either outdoors under all weather conditions or inside a building. Employees are required to work outdoors in all types of weather and may be exposed to extreme heat, fumes, exhaust and hazardous materials. On some assignments employees may be required to move objects weighing over 50 pounds.

Qualifications

Minimum Qualifications:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Five years of experience in construction, facilities maintenance or skilled trades work. One year of this experience must have been in a lead worker or crew leader.

Licenses & Certifications

  1. A current, Class C (Non Commercial) motor vehicle operator's license valid in the State of Maryland is required for this position. The applicable fields on this application regarding your Driver's License are required on this application for position eligibility.
  2. Employees within this classification will be required to obtain their Class B Commercial Driver's License (CDL) prior to the completion of their probationary period (training and expenses provided by the MPA).
  3. Candidates and promotional employees hired into the Facility Maintenance Supervisor I classification may be required to satisfy the employing administration's training and certification program requirements during the probationary period.
  4. Employees may be required to satisfy the employing administration's training and certification program requirements to obtain and maintain permanent status in this classification.
  5. Employees seeking transfer to another administration may be required to satisfy that administration's training and certification program requirements.

  1. Employees must be willing and available for duty at such hours, day or night, as may be required to maintain continuous operation of a facility and are subject to call-in.

  2. Employees are required to maintain a reliable communication link for emergency call back requirements.
  3. Employees who work with, or may be exposed to hazardous materials such as asbestos, lead-based paint or chromium, may be required to undergo periodic medical testing and may be required to pass hazardous materials training and can wear a respirator.
  4. Applicants may be required to demonstrate the ability to perform maintenance work on high structures and in cramped quarters.
  5. Employees in this classification are considered "Essential Employees" and must sign and agree to all policies and procedures relating to "Essential Employee" status.
