Job Description - Project Manager I, II, or III- Resources Management Team

Position Description

Provide overall project management from project inception through commissioning. Responsibilities include project scope definition, end to end budgeting, cost control, and the coordinating/scheduling all of the requirements with internal and external organizations, developers, governmental agencies and others for the review, design/engineering, relocation, construction and installation of electric facilities. Work with land resources on right or way and permitting.

Project Manager I - Primary responsibility for small to medium projects as the project manager. May have several projects or studies assigned at the same time. Will work with Supervisors, Engineering Systems and Outside Services to coordinate the activities of their resources. Will meet with other companies or organizations regarding project management and ensure TEP is appropriately represented.
Project Manager ll - Primary responsibility for medium to large projects as the project manager. May have several projects or studies assigned at the same time. Will work with Supervisors, Engineering, Systems and Outside Services to coordinate the activities of their resources. Will meet with other companies or organizations regarding project management and ensure TEP is appropriately represented.
Project Manager lll - A top-level individual contributor who may be assigned projects of any size or complexity as the project manager. May have several projects assigned at the same time. Will work with Supervisors, Engineering, Systems and Outside Services to coordinate the activities of their resources. They will be the primary source of training for the section and will share information openly. Will meet with other companies or organizations regarding project management and ensure TEP is appropriately represented. Provides direct backup support for section Management.

Position-Related Responsibilities

  • Responsible for coordinating the efforts of Company personnel to meet the in-service dates for the New Business, System Reinforcement, Public Improvement and System Integrity & Restoration needs of internal and external customers and governmental agencies to insure timely, economical and efficient construction and relocation of electric facilities.
  • Responsible for setting and communicating the priorities for the review, design/engineering and construction of internal and external customers and organizations.
  • Utilizes extensive knowledge, judgment and communication skills to discuss construction and relocation conflicts, inefficiencies in design/engineering, alternative designs/engineering, and cost effective methods with affected customers or agencies to eliminate unnecessary costs to the Company.
  • Uses independent judgment and discretion in dealing with customers and governmental agencies in the coordination and scheduling of projects.
  • Initiates the processing of the necessary construction contracts and billable charges associated with New Business, System Reinforcement, System Integrity & Restoration and Public Improvement projects, and ensures their accuracy and timeliness.
  • Coordinates and expedites problems which occur with respect to contracts, permits, construction schedules, billing and a wide variety of additional matters necessary for the professional, efficient and economical completion of the job.
  • Communicates with Management to ensure that proposed projects meet UNS goals. Lead formal and informal meetings concerning assigned projects and communicate effectively with all levels of personnel both in the office and with field crews.
  • Provides feedback to Engineering and Planning regarding the feasibility, cost, scheduling and permitting of proposed projects.
  • Participates in the development of interconnection agreements and construction agreements with other utilities or energy service providers.
  • Works with Land Management to acquire easements and transmission right-of-way from landowners, or leases from the State Land Department. Ensure the necessary construction permits are obtained.
  • Coordinates preliminary and detailed engineering for projects and ensure that the scope documentation is properly reviewed and approved.
  • Supports the procurement of major and minor materials required for project construction. Provide feedback and recommendations for awards that optimize cost and reliability.
  • Participates in the development of bid documents and contracts for outside contractor services, both for engineering and construction.
  • Develops and obtains budgetary estimates of projects for incorporation into the Capital Budget.
  • Works with Budget Planning & Analysis and Accounting to obtain timely financial reporting to manage the project within the budget limitations.
  • Develops detailed project schedules that reflect appropriate durations for permitting, land acquisition, design, procurement and construction. Work with the design engineers and construction supervisors to manage the personnel necessary to keep the project on schedule.
  • Uses project management software for the tracking and reporting of project resources and overall status.
  • Develops and monitors work progress on project schedules to ensure proper coordination of events during the design/engineering, construction, testing and commissioning phases of a project assignment.
  • Facilitates the project commissioning including coordination with Operations.
  • Closes out project by obtaining as-built drawings, communicating schedule and budget variances, and conduct an evaluation of individual, department, and contract services.
  • May require in to acts as the Company's representative at monthly utility coordination meetings held by governmental agencies
  • Participates and supports in Storm Season Call-Out.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)
Level I
Minimum Qualifications:

  • Bachelor's Degree in a related field and a minimum two years of relevant utility experience or equivalent combination of education and experience.
  • Self-starter and has developed good time management skills, completing all assignments on time.
  • Leadership skills and comfortable leading meetings and speaking in front of others.
  • Must have good written and verbal communications skills and the ability to work effectively with customers and all levels of Company personnel.

Preferred Qualifications:

  • One to two years of project management experience
  • Working knowledge of Microsoft Project software or equivalent.

Level II
Minimum Qualifications

  • Bachelor's Degree in a related field (Engineering preferred) and five years previous utility experience, or equivalent combination of education and experience.
  • Proficient knowledge of budgeting, reporting and budget re-projection process.
  • Able to work independently and has a good understanding of the project details.
  • Time management, technical knowledge, and economic consideration are exhibited on assignments.

Preferred Qualifications:

  • P.E. or P.M.P certification in good standing
  • Knowledge of Oracle MAXIMO, OBIEE and GIS software programs
  • Demonstrate knowledge of electric facility requirements and practices, including an understanding of electrical drawings and plan and profile drawings.
  • Familiar with construction practices, and with governmental agency procedures.
  • Familiar with electric distribution construction drawings, knowledge of cost estimating techniques, construction contracts and right-of-way.

Level III
Minimum Qualifications:

  • Requires two or more year's professional experience as a Project Manager II.
  • Proficient in all aspects of time management, project organization, and technical analysis.
  • Demonstrates strong leadership skills and supports all decision making with superior technical knowledge and economic analysis.
  • Makes decisions independently and does not require guidance or supervision on any technical or project management duty.
  • Demonstrates a thorough understanding of all project aspects.

Preferred Qualifications:

  • P.E. or P.M.P certification in good standing
  • Experience with Clarity, Maximo, Excel and Microsoft Project.
  • Experience working with labor workforce represented by the union.

Pay Rate: Salary determined based on candidates experience and qualifications.
