JOB SUMMARY:

The Operations Planning Manager reports to the Vice President of Operations VA and is responsible for the proper planning, scheduling, engineering and project data management for Virginia ship repair projects. The role ensures proper support for the Production and Project Management Team in the execution of ship repair projects.



The Operations Planning Manager is seasoned in project management principles and champions a culture of accountability and consistent project management practices. The role is responsible for developing and managing the Project Planning process to include scheduling and resource management. In project execution the Operations Planning Manager is responsible for management of the Event Readiness List and work Certification process as well as the Lessons Learned Process. He recruits, coaches, mentors, and develops Project Management support personnel to accomplish these tasks to conform to expectations and to advance in ECR's project management model.



The role fosters effective working relationships with Production and Project Management personnel and ensures prompt resolution of issues and corrective actions.



The Operations Planning Manager works closely with ECR's Production and Estimating departments in reviewing labor estimates and assists in bid strategy assessments prior to bid submittals. The role collaborates with support departments in the areas of Production Support, QA, and Safety to ensure adequacy and quality of required project support. The Planning Manager is a strong leader who instills a strong culture of organizational discipline in the planning and execution of projects.

JOB REQUIREMENTS

Essential Functions:



  1. Develops and manages the Advance Planning Process. Works with Production and Estimating to develop the project schedule and resource loading plan during the bidding phase of the project. Organizes and maintains information gained during the estimating/bid phase to maximize the efficient and thorough handoff to a Project Team upon award.
  2. Develops and manages the Resource Management and Workload Forecasting Process. Collaborates with Production Management, Estimating and Senior Company leadership to provide a workload forecast for acquired and projected project work for VA division.
  3. Provides training and coaching to project managers on scheduling, resource loading, Earned Value and vent Readiness Management.
  4. Manages the Project WAF and PCP development process.
  5. Develops and maintains a Project Event Readiness List and Work Certification Process.
  6. Manages the Project Lessons Learned/Hot-wash Process.
  7. Performs other duties as assigned.

  9. Strong communication skills, including oral, written and interpersonal skills to effectively communicate with subordinates, management, and customers.
  10. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  11. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  12. Must have Microsoft Office Software experience, including Microsoft Project and Excel.
  13. Bachelor's degree in Marine Engineering, Naval Architecture, or other engineering fields preferred.
  14. Three to five years related marine, shipyard or industrial experience and/or training; or equivalent combination of education and experience.
  15. Must be authorized to work in the United States.
  16. Must be able to gain access to military installations.
  17. Must successfully pass a drug screen and background investigation.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision depth perception and ability to adjust focus. (Ability to view computer monitors without eye strain for extended periods of time).
