Construction Support Liaison Location: Mt View, Moffett Field CA. Status: Full-time Salary: $165K to 185K year Clearance: Background check & U.S. Citizenship required Astrion/MEIS is seeking a Construction Support Liaison to join our Space Systems division. MEIS (an Astrion subsidiary) supports NASA Ames Research Center Development Support Office (DSO). The Development Support Office (DSO) manages the processes involved with the tenant submission of all plans, design, construction, and related documents for engineering & environmental review, approval, permitting, and inspections activities specific to development projects within the NASA Ames Research Park. The DSO acts independently under the direct oversight of the NASA Ames Facilities Engineering Branch and the NASA Ames Chief Building Official. The DSO adheres to the same policies, procedures, and authorities that currently guide the existing NASA ARC Design Review Board (DRB) and Construction Permitting Review Board (PRB) processes. The DSO adheres to the applicable NASA and NASA Ames Procedures, California Building Standards Codes, and other federal and local codes addressing permitting and inspections. The DSO program manager is responsible for implementing the DSO Program functions efficiently, and economically US Person required. Requires successful Background check. Responsibilities for this role include:
- Attend regular, tenant, project technical and ad hoc Stakeholder meetings
- Planning and permitting liaison for the NASA Research Park tenants
- Provide project status presentations to Stakeholders as requested
- Provides support to NASA stakeholders for tenant construction of NASA assets such as underground infrastructure, new buildings/structures, street improvements, modifications, updates, and other improvements as needed
- Responsible for the assignment, management, coordination, and completion of permits and inspections
- Reviews non-structural construction plans for compliance with Federal, State and NASA-specific codes pertaining to building, structural, plumbing, mechanical, and electrical
- Confers with architects, engineers, contractor(s), subcontractor(s), and Center representatives to explain and interpret code requirements and restrictions
- Construction Administration tasks that require NASA interface, assistance or approval such as coordinating shut down requests, security access, processing RFI's, submittals, and project closure documents
- Document for record all construction test results, third party inspection reports, code/permit required material certifications and commissioning documentation
- Document for record all closure documents such as Record Drawings and/or As-Builts, Contractor lists, warranty information, spare parts, O&M manuals, NASA property records
- Support the development of Permit cards, Temporary Certificates of Occupancy (TCO), Certificate of Completion (CofC), and/or Certificate of Occupancy (CofO) when requested by NASA
- Manages inspections of building construction and repair activities to ensure compliance with applicable Federal, State of California and NASA adopted codes/standards
- Enforces codes, prepares written discrepancy notices, and facilitates and prepares stop work orders
Experience, Skills and Abilities:
- Five (5) years of working experience as a project and/or construction manager
- Bachelors degree in a design architecture, engineering, or related field can be substituted for years of working experience
- Familiarity with field inspections, construction, federal, state, local codes and regulations
- Familiarity with processes and procedures associated with construction permits and inspections
- Familiarity with Records management practices,
- Strong problem solving and communication skills
- Ideal candidate will have prior experience with NASA and/or Federal planning, permitting, review, inspections and construction
- An associate degree or completion of technical courses in building codes or inspection principles or techniques is preferred,
