Job Description
NetImpact Strategies, Inc. is seeking to hire Application Systems Analyst - Level II to support a Federal Agency. Government clearance requirements for this role require candidates to maintain a Secret Clearance. Location: Walter Reed National Military Medical Center (WRNMMC) Bethesda, MD. Key Responsibilities:
Experience with software development testing, including unit, system, functional, and user acceptance testing, within Systems Development Lifecycle (SDLC) methodologies such as Agile or Scrum.
- Proficient in SharePoint 2019, SharePoint Online, and the Microsoft 365 suite, including Power Apps, Power BI, Power Automate, and Teams.
- Skilled in SharePoint development and administration, including custom forms, workflows, web parts, migrations, and collaboration solutions.
- Strong technical expertise in HTML, CSS, JavaScript, jQuery, .NET, REST API, SPFx, Node.js, React, and SQL Server scripting.
- Experienced in troubleshooting, maintaining site standards, enforcing governance policies, and documenting workflows, processes, and procedures.
- Strong communication, analytical, and organizational skills, with the ability to manage multiple projects and deliver high-quality results independently.
- Provide SharePoint design, configuration, deployment, maintenance, and support for On-premises and Online environments.
- Develop client-side web parts using the SharePoint Framework and JavaScript frameworks and build custom front-end and back-end solutions.
- Manage intranet updates, staging, testing, and enhancements while ensuring site functionality, security, and compliance requirements.
- Oversee the implementation of required hardware and software components for approved applications, coordinate tests of the application system.
- Reviews, analyzes, and modifies programming systems, including encoding, debugging, and installing to support an organization's application systems.
- Collaborate with internal customers to design, develop, test, and document workflows, solutions, and technical processes including diagrams, layouts, flowcharts, charts, etc.
- Mentor and guide junior developers, validate work, and provide technical advice to staff, IT support, and end users.
- Participate in product design reviews, coordinate with stakeholders, and deliver practical solutions on time.
- Obtain and maintain access to agency's program and complete bi-weekly workload documentation.
- Provide daily status reports, respond to ticketing system requests within 5 business days, and address critical bugs within 2 hours or communicate resolution timelines.
- Participate in on-call support during evenings, weekends, and holidays, responding promptly to urgent issues.
Qualifications
Required Qualifications and Certifications:
- Ability to meet required government clearances: Tier 3 (T3) Investigation.
- Four (4) years of progressive experience demonstrated the required proficiency.
- Bachelor's degree and/or equivalency.
- IAT II certification (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, CND, SSCP)
and Computing Environment (CE) certification (if privileged access is required).
- Cyber Workforce Qualification and Management Program (CWP)

- Preferred Qualifications and Certifications:
- Additional relevant IT or cybersecurity certifications (e.g., Microsoft, CompTIA).
- Experience migrating to large-scale SharePoint environments from On-Premises to Online.
- Familiarity with Visual Studio, Node.js, SQL Server Management Studio, and PowerShell.
- Strong troubleshooting, performance tuning, and governance enforcement experience.
- Demonstrated leadership in mentoring or guiding technical team members.
- Previous Federal Consulting Experience.
- Strong communication, analytical, and documentation skills.
