Position Summary

Plan, implement, coordinate, direct, and supervise the City of Corvallis Community Code Compliance Program involving, but not limited to, complaints and violations regarding Building Codes, Land Development Code, Municipal Code, and Livability Code. Lead, coordinate and implement Division projects and activities relating to code compliance. These tasks are illustrative only and may include other related duties.

Essential Functions

Conducts or assigns field investigations of reported code violations; gathers evidence; interviews complainants, witnesses and property owners or occupants; compares facts to code requirements; develops findings and issues verbal warnings, correction notices, notices of violation, Administrative Civil Penalties and stop work orders. Code compliance activities relate to multiple adopted codes including the Building Code, Land Development Code, Municipal Code, Livability Code and others.

Provides guidance to the Code Compliance Specialist, the Building Inspector/Plans Examiner, and City staff regarding compliance activities, site investigation, scheduling, code interpretation, policies and procedures. Reviews and edits written work prior to entry in public records that address building codes and community livability.

Effectively supervises assigned staff. Performs personnel duties such as selection, coaching/mentoring, training, employee/labor relations, evaluating performance, succession planning, discipline, and termination. Creates and maintains an effective work environment by communicating goals and expectations for staff performance, counseling employees as appropriate, and supporting employee engagement efforts.

Prioritizes, schedules and assigns work tasks. Develops procedures and performance standards to assure efficient and effective code compliance activities in accordance with City codes, guidelines, goals and objectives.

Works closely with the Division Manager to outline and define service objectives and outcomes for the compliance program.

Researches and develops draft ordinances and amendments to City codes, as related to maintaining alignment with City goals and directives in compliance with federal and state codes and procedures.

Facilitates and coordinates code compliance efforts with Planning, Public Works, Police, Fire, Parks, City Attorney, other staff, and outside agencies regarding issues of jurisdictional overlap, mediation, and adherence to a system of approved legal documentation procedures.

Organizes, maintains, and contributes to the collection and preparation of evidentiary documentation. Determines need for legal action. Prepares and submits case materials for filing with the City Attorney, as necessary for prosecution. Testifies in Court or before a Municipal Hearings Officer on behalf of the City in legal actions taken to gain compliance. Processes appeals.

Ensures development and maintenance of appropriate forms, records, and reports that provide documentation and evaluation of code compliance activities.

Meets with property owners, tenants, businesses, and residents to review and explain code requirements and identified discrepancies. Supports voluntary code compliance by providing information, communicating solutions, and identifying code-related dispute resolutions.

Develops recommendations and prepares and presents reports to elected and appointed officials on ordinances and regulations. Represents the department at City Council and other public forums relating to community code compliance.

Recommends annual code compliance program budget for Division Manager review and approval.

Develops, manages, and monitors the budget for assigned budget area. Establishes and monitors appropriate department financial measures. Interprets and uses financial data to make informed business decisions.

Develops and conducts training programs for staff, community, and professional stakeholder groups regarding code compliance activities, outreach programs, and regulations.

Represents the Division by developing and conducting public presentations and educational sessions on various Building Code, Land Development Code, Livability Code, Municipal Code and other livability code compliance subject matter for local and state audiences. Networks with other jurisdictions and develops networking opportunities.

Review and edit the work of assigned staff, including legal documents, notices and formal correspondence.

Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.

Effectively promotes and supervises a safe work environment. Complies with all safety rules and performs work is a safe manner. Ensures staff maintains a safe working environment in compliance with Federal, State, and City health and safety guidelines and regulations.

Operates and drives a motor vehicle safely and legally.

Represents the City of Corvallis by responding to the public, community members, its employees, and others in a prompt, professional, and courteous manner. Regards everyone, internal and external, as a customer and delivers the best service possible in a respectful and patient manner.

Maintains effective work relationships.

Adheres to all City and Department policies.

Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.


Qualifications and Skills

Education and Experience
High school diploma or equivalent required. Bachelor's degree in Public Administration, Construction Management, Civil Engineering, Law Enforcement, Urban Planning, or a related field preferred.

Four years of experience in code enforcement, building inspection, construction management, general contracting, structural engineering or planning including two years' experience working in a regulatory environment, preferably in a municipal code compliance program.

Two years of experience in a supervisory or lead worker role preferred.

Knowledge, Skills and Abilities
Advanced technical knowledge of the principles and practices of comprehensive code compliance programs and methods as applicable to a municipal setting.

Ability to understand development specifications, legal documents, legal land descriptions, City codes, and court documents, and to analyze and interpret code compliance issues and determine effective courses of action.

Thorough technical knowledge and operational expertise in administration of Municipal Code, Building Codes, Land Development Code, Livability Code, and related statutes; due process standards; and regulations relating to various land use, nuisance, and public safety codes.

Experience with electronic permitting systems, preferably Accela.

Excellent oral and written communication skills and the ability to communicate complex technical information clearly and effectively to the public, both orally and in writing, including the ability to provide objective, concise and professional court testimony.

Ability to manage multiple tasks and constantly changing priorities, while managing complex projects, and maintaining responsiveness to public needs and requests.

Strong leadership, organizational and administrative skills. Ability to manage and supervise employees. Ability to develop and lead training programs for staff, community and professional stakeholders.

Excellent interpersonal and conflict resolution skills. Ability to get along well with coworkers and the public and maintain effective work relationships, including effective labor relations. Ability to preserve necessary confidentiality of appropriate information.

Ability to plan and recommend annual code compliance program budgets.

Excellent computer and software skills necessary to perform the essential functions of the position.

Ability to pass a pre-employment background check and/or criminal history check

Special Requirements
Oregon Inspector Certification required within one year of appointment.

One of the following International Code Council or Oregon certifications required within one year of appointment.

  • Property and Maintenance Code
  • Residential Building Inspections
  • Residential Plan Review
Ability to pass a pre-employment background and/or criminal history check.

Additional building code certifications highly desired.

Possession or ability to obtain and maintain a valid Oregon Driver's License.
