About the Role

Culmen International is looking for Transaction Procurement Specialists to support an HHS program in Washington, DC.
This work will support the Critical Operations, Research & Expertise (CORE), Scientific and Programmatic Assistance Services and are important in helping BARDA in developing medical solutions in biotechnology and biopharmaceuticals. These services help BARDA respond to public health threats from chemicals, germs, radiation, nuclear events, pandemic flu, and new infectious diseases. BARDA works closely with developers, manufacturers, and government agencies like the FDA to move research forward, encourage new ideas, and coordinate with HHS, other government groups, and industry partners. BARDA's work includes vaccines, treatments, tests, and products that are not medicines. The pandemic flu program increases vaccine production in the US and worldwide, particularly in developing countries. The CBRN division works with NIH, CDC, and industry to improve animal testing, product recipes, and lab testing. The Emerging Infectious Diseases program is also setting up ways to review and add new or returning diseases to BARDA's work, including those that need EPA approval.


What You'll Do in Your New Role

    Assist the Program in the development of policies and procedures for the use and management of Consortia, Task Orders, and Project Awards awarded under the BARDA/CMA OT portfolio. Pre-award: analyze requirement.
  • Will recommend appropriate type of transaction; establish milestones, provide procurement planning; performing market research; assist with development of acquisition plans; develop request for quotes/proposals; analyze proposals; develop source selection plans; prepare award documentation.
  • Post-award: provide contract, OT, and agreement administration; tracking/monitoring actions; verify invoices (fixed price and cost reimbursement); prepare amendments and modifications and related documents for review by the Agreements Officer; perform closeout functions; provide customer responsiveness.
  • Knowledge of and experience working on a USG or Consortium Management Firm (CMF) led Consortia is also desirable.


Required Qualifications

  • 8+ years of relevant experience related to Federal Contracting with a Bachelor's Degree or in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management
  • Prior Federal experience as an agreements officer and or Contracting Officer/Contract Specialist desirable
  • Demonstrated Ability: negotiating, awarding, administering Other transactions, agreements, competitive and sole source contracts; analysis of procurement policies and procedures; experience with Fixed-Price, Cost-Reimbursement, and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts; develop price and cost analysis..
  • Ability to obtain and maintain NACI Background Check.
