Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to five years of full-time employment in financial or insurance-related field.

Substitution of Experience for Education: Qualifying experience in financial or insurance-related field may substitute for the required education to a maximum of four years (e.g., experience equivalent to one year of full-time work in one or a combination of the above listed fields may substitute for one year of the required education).

Substitution of Graduate Education for Experience: Graduate course work credit received from an accredited college or university in finance, business, insurance and related fields may substitute for the required experience on a year-for-year basis to a maximum of 1 year.

Necessary Special Qualifications: Must hold current designation as Certified Public Accountant recognized by Tennessee Accountancy Board or equivalent regulatory authority, if outside Tennessee

OR

Current designation as Certified Financial Examiner recognized by Society of Financial Examiners (SOFE).

Examination Method: Education and experience, 100%, for Career Service positions.

Overview

Under direction, is responsible for supervisory work of average difficulty and captive insurance analysis and examination work of considerable difficulty; and performs related work as required. This is the managerial class in the Captive Insurance Specialist sub-series. An employee in this class functions as an assistant director for the section and is thus responsible for managing complex operational duties. This class differs from Captive Insurance Specialist 3 in that an incumbent of the latter is responsible for providing administrative oversight related to analysis for those they supervise, while an incumbent of this classification will serve as second-in-command in regards to the direction of the section and its operations.

Responsibilities

  1. Oversee the workflow of the financial analysis and/or examination processes, determining assignments of insurers and the level of oversight provided to Captive Insurance Specialists based on risks, complexity, and staff abilities.
  2. May review complex analysis of insurance companies to monitor current and prospective financial solvency of the companies, including explaining responsibilities, supervising activities, responding to questions, and reviewing ongoing and completed work, ensuring compliance with TN statutes and the proper application of Generally Accepted Accounting Principles (GAAP).
  3. May serve as Examiner-in-Charge of Tennessee captive insurance company examinations performed by staff examiners and contracted examiners, reviewing work performed, examination budgets, billing, and collections, ensuring compliance with TN statutes and the proper application of GAAP.
  4. Design and implements examination and analysis processes and procedures.
  5. Evaluate whether or not corrective measures being taken by companies are accomplishing the plan's goals and objectives which are derived from financial and regulatory compliance.
  6. Review required reports, including, but not limited to, annual statement reviews, premium tax
    calculations, actuarial opinion summaries, audited financial reviews, and as-needed business plan changes, dividend requests, loan requests, and various periodic reports required in the surveillance of assigned captives.
  7. Assist in the continued growth of Tennessee as a leading captive domicile by continuing to develop and maintain robust procedural methods in the formation and regulation of captive insurance companies.
  8. Act as a subject matter expert on matters related to captive insurance, accounting, financial analysis, financial examinations, and regulatory compliance.
