Overview
Nakupuna Consulting is looking for a Security Screening Assistant Team Leader. The ideal candidate will be responsible for conducting physical security operations for the Pentagon Force Protection Agency's mail security screening mission, training new employees, and providing support for Team Leaders.
Responsibilities

Receive and inspect incoming United States Postal Service Mail and Commercial Carrier parcels for CBRNE threats.
- Use and maintain a web-based tracking system for parcel accountability.
- Assist security personnel with x-ray operations.
- Conduct explosives and contraband trace detection.
- Open and inspect mail and parcels for CBRNE hazards following established guidelines, directives, and protocols; display a high level of alertness at all times.
- Communicate critical operational information to leadership personnel.
- Work effectively in a close team environment.
- Collect, package, and annotate biological samples for laboratory analysis.
- Maintain emergency response readiness; able to respond appropriately during emergency situations.
- Perform moderate to heavy physical exertion while standing or sitting at workstations for extended periods of time; ability to lift large, heavy objects repeatedly.
- Perform assigned cleaning and sanitizing duties (sweeping, mopping, trash removal, etc.).
- Regularly work extended hours beyond normal business hours.
- Perform other related duties as directed by the management team.
- Assist with team leadership.
As an Assistant Team Leader, the candidate will be responsible, as a minimum, for the functions listed below.
- Act as the primary trainer for new employees and for remedial training.
- Act as Team Leader in their absence.
- Support the Team Leader with daily screening operations as follows:
- Coordinate mail screening personnel to execute daily mail and parcel screening operations.
- Strictly adhere to processes outlined in the PFPA standard operating procedure (SOP) manuals.
- Closely monitor mail screening staff to ensure compliance with SOPs; provide on-the-spot guidance when necessary.
- Maintain a working knowledge of hazardous material response procedures; initiate and follow proper procedures during incident responses.
- Oversee the receipt of mail and parcels from USPS and commercial carrier drivers; prepare chain of custody reports when necessary.
- Utilize specialized tracking software and personal data assistants (PDAs) to ensure accountability of mail and parcels; troubleshoot problems with package records; update and maintain PDAs.
- Operate trace explosive detection equipment; perform routine maintenance on, and troubleshoot problems with, trace explosive detection equipment.
- Oversee daily issue and turn-in of controlled equipment.
- Perform quality control checks on all screened mail and parcels; ensure 100% processing of mail and parcels.
- Ensure the proper protection, storage, and transfer of sensitive and classified materials.
- Prepare and submit daily mail screening reports to supervisory staff.
- Coordinate the daily transfer of screened mail and parcels to government personnel; ensure all chain of custody reports are completed and submitted.
- Ensure site facility physical security at the end of each day.
- Train current and new employees as needed.
- Resolve conflicts with tact and diplomacy to maintain a harmonious team environment.
- Address customer issues, to include locating packages, preparing packages for early release, and resolving complaints.
- Ensure jobsite safety in accordance with Occupational Safety and Health Administration (OSHA) regulations; report problems to supervisory staff.
- Analyze current operational procedures for areas of improvement; provided feedback to supervisory staff.
Qualifications

Education and Experience:
- This position requires a minimum of a high school diploma or GED.
- Minimum one (1) year experience as a mail screener.
- Experience leading and managing a team of up to five people.
- Excellent written and verbal communication skills.
- Intermediate knowledge of Microsoft Word and Excel.
- Able to operate in a stressful, time-driven environment.
- Able to wear and operate in Personal Protective Equipment (PPE).
Clearance: This position requires an active SECRET security clearance. Must be a U.S. Citizen. Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following requirements:
- Undergo an OSHA Respirator Medical Clearance examination and be determined physically capable of completing job requirements.
- Ability to wear Personal Protective Equipment (PPE) including OSHA Level C protective ensembles (compliant with 29 CFR 1910.132) for up to eight hours per day. Working conditions require wearing Level C PPE and respiratory protection in hot and humid conditions (in excess of 78 degrees).
- Ability to wear a five-pound Powered Air Purifying Respirator (PAPR) (compliant with 29 CFR 1910.134), and a tight-fitting facepiece negative pressure respirator (with P100 particulate filters) for extended periods of time while conducting daily operations without risk of respiratory distress due to a prior medical condition. This position does not allow employees to have any facial hair that comes between the sealing surface of the tight-fitting facepiece and the face [in accordance with 29 CFR 1910.134(g)(1)(i)(A)] - no exceptions. This will require employees to completely shave facial hair that interferes with tight-fitting respiratory protection.
- Ability to frequently use stairs without assistance as a regular part of daily duties.
- Ability to work in close proximity to x-ray machines.
- Ability to lift and carry 45 pounds for up to 50 yards while wearing PPE; ability to team-lift up to 100 pounds while wearing PPE.
- Ability to stand, walk, stoop, kneel, crouch, bend, and sit for long periods of time.
- Ability to stretch and reach with hands and arms.
- Ability to use hands to handle or feel, and to perform repetitive motions with the hands, wrists, and fingers.
- Ability to speak, hear, and engage in and follow audible communications during emergency situations.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust
- Ability to work with common cleaning chemicals, such as bleach, isopropyl alcohol, and glass cleaner.
This federal government project is subject to the Service Contract Act (SCA). The hourly rate for this position is determined by the location where work is performed. In addition to hourly pay, positions subject to SCA are entitled to a health and welfare (H&W) allowance which can be used to purchase company benefits.
