Job Overview
The R&O Engineering Systems - Pavements Subject Matter Expert serves as the technical authority for lifecycle management of Air Force-owned pavement and transportation infrastructure, including roads, bridges, parking facilities, curbs and gutters, traffic control systems, signage and markings, sidewalks, rail systems, docks, and Final Denial Barrier (FDB) systems. This role provides expert oversight, condition assessments, and strategic recommendations to support traffic management, safety, maintenance, repair activities, and long-term capital improvement planning. Responsibilities
Essential Duties & Job Functions:
- Identify and accurately document current pavement conditions and deficiencies.
- Recommend actions for correcting all deficiencies, including cost estimates as well as recommended improvements.
- Incorporate pre-existing pavement condition assessment data.
- Provide timely and detailed reports and accurate data sheets for pavements.
- Use appropriate technology to document components encountered during assessments and provide justification for determination of the physical condition.
- Ensure asset condition data (e.g., pavement condition data, RPIE condition data) collected in authorized IT system (PAVER, BUILDER, NexGen) or other approved tool and visible for activity assets.
- Review SOW, contract specifications, RFPs, construction/repair projects to ensure the government receives mission capable, high performing warrantied products.
- Perform assessments of pavements using professional expertise and judgment to determine physical condition and conformance with specifications and codes.
- Organize and file documents and electronic files.
- Other duties as assigned.
Job Requirements
Mandatory:
- Minimum of five (5) years of maintenance, repair and engineering facility experience related to the specific Activity Management Plan (AMP) responsibilities assigned to perform.
- Must be able to identify common site civil infrastructure, pavement, and parking lot systems in the field; understand their function and operation; and have experience planning or performing maintenance, improvements, or repairs.
- Must possess applicable pavement code and life safety knowledge to provide assessment services.
- Experience performing pavements assessments.
- Familiarity with current Air Force Real Property and linear segmentation guidance.
- Experience using Microsoft Office applications.
- Ability to acquire required security clearance.
- Ability to acquire and maintain government identification/common access card.
- Valid state Driver's License with acceptable driving record pertinent to the position.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- U.S. Citizenship.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
Preferred:
- Should have at least three (3) years of experience working in a military environment and familiarity with Air Force Civil Engineering guidance, rules, and regulations.
