Position Summary
The Sr. IT Sourcing Manager will lead the development, execution, and continuous improvement of IT sourcing strategies exclusively for Oceaneering's Information Technology (IT) department. This role is fully embedded within the IT organization and will partner closely with IT leadership to support strategic initiatives across software, hardware, cloud services, telecom, and IT professional services. This role does not support other indirect categories. The successful candidate will serve as the primary sourcing advisor to the IT organization, leading vendor relationship management, complex contract negotiations, and value delivery through cost optimization, risk mitigation, and performance management. This role requires deep expertise in IT-specific sourcing practices, including RFx processes, Architecture Review Board (ARB) procedures, and advanced market knowledge of IT products and services. A strong command of contractual language to mitigate cybersecurity and compliance risks is essential. Close collaboration with the Enterprise Architecture team will be critical to ensure sourcing strategies align with Oceaneering's broader IT portfolio design and long-term technology roadmap. Duties And Responsibilities
- Proactively identify, communicate and mitigate schedule execution issues.
- Collaborate with cross-functional teams, including contracts, legal, insurance, and tax, to develop and negotiate robust supplier contracts that align with company policies and objectives.
- Ability to work with others to create new processes and procedures, and the reporting that is required to ensure compliance with the new processes.
STRATEGY & POLICY:
- Responsible for Oceaneering's contract & supplier portfolio of across enterprise-wide IT-related sub-categories including supplier onboarding in the ERP system and execution of NDA, MSA, and SOWs.
- Build and maintain a comprehensive IT contract management database, ensuring meticulous application portfolio category classification in collaboration with the EA team.
- Develop global IT sourcing and procurement strategies aligned with OII's mission, vision, and code of ethics.
- Collaborate closely with internal stakeholders, such as technical leads (SMEs), risk management, tax group, and legal teams to ensure that contracts are drafted to protect OII's interests and align with project requirements and organizational policies.
- Ensure data privacy and security requirements are addressed in all applicable OII contracts, not just IT contracts.
- Evaluate the IT vendor ecosystems and market to maximize the value of ROIs from technology vendor solutions, services and engagements to transform enterprises while identifying synergies.
- Review and edit all IT contracts for annual increase clauses and take appropriate action to reduce or eliminate cost increases.
- Challenge IT leaders on new purchases that could be a synergy, volume purchase, or RFP and provide options for cost savings.
- Formulate IT sourcing frameworks and procurement procedures that balance cost, risk, and agility.
- Develop universal solution(s) when dealing with diverse groups with disparate opinions or different business needs.
- Drive operating model innovations to position the function as the essential commercial advisor to key business and technology stakeholders.
EXECUTION:
- Advance the organization's skills that support business agility, speed, and risk management, through automation or the adoption of new technology and leveraging internal and external data sources.
- Present sourcing options and execute the best options for solutions, which may include acquisition of IT products, outsourcing or insourcing, or other alternatives such as joint ventures, brokering vendor partnerships or potential IT acquisitions.
- Engage the business to understand business drivers, demand, risk appetite and environmental factors that influence the development and maintenance of the IT sourcing strategy.
- Understand and adopt agile, pragmatic and fast-track principles into IT sourcing best practices.
- Provide proactive, high-value procurement and contract negotiation consultation to the business through thorough understanding of the business needs.
- Manage IT assets and communication with IT vendors related to company mergers, acquisitions, or divestitures.
- Draft, redline, and negotiate favorable terms and conditions in IT-related agreements with the IT Business Sponsor for Professional Services, software licenses, SaaS/XaaS, data licensing, hardware, telecom, SOWs, Order Forms, etc. with selected contractors and vendors.
- Review all annual renewals at the start of the budget year to determine what will be replaced. For items that will be renewed, provide renewal options 90 days in advance from multiple VARs.
- Notify suppliers of any non-renewals by the appropriate contracted date, confirm that all billings is ceased and track any credits owed to Oceaneering for the contract termination.
PERFORMANCE & KPI:
- Define, maintain and report on the metrics that will be followed to track the progress of IT contracts and suppliers against objectives.
- Conduct TCOs with IT Finance before, during, and after contract to evaluate the success as scoped in the business case submissions.
- Maintain an inventory of IT vendor spend by sub-category (software, hardware, telecom, staff augmentation, services, etc.) and produce supplier spend reporting on quarterly basis to the CITO and IT Finance team for forecast alignment.
- Maintain vendor risk assessments in cooperation with risk, privacy, business continuity and security teams.
- Manage the workflow required to capture and analyze relevant data and information with the ITSM tool related to the IT sourcing and vendor management workflow.
- Lead the evaluation of optimal sourcing and pricing options (RFx), taking into consideration outsourcing/cloud, hybrid, and insourcing models.
- Superb problem-solving skills in complex vendor and internal customer relationship environments. Seeks to resolve the root cause, not just the specific problem.
- Evaluate IT suppliers for commercial and contractual performance in all stages of the contract life cycle, and report the statistics to ITLT on a quarterly basis.
- Document any non-compliance or contractual breach for IT Suppliers, assist with identifying the pieces in the SOW that are out of compliance or were not delivered for legal action.
MARKET INTELLIGENCE & INNOVATION:
- Current knowledge of global IT products, service markets, and industry trends.
- Active in seeking communications or articles through external advisory services, professional organizations / conferences, and vendor management teams of trends such as IT best practices and benchmarking from Gartner, IPQC, and Forrester.
- Deliver best-in-class technology products and services with the right balance of cost control, risk mitigation and speed.
- Review complex sources of data and analytics to support the development and execution of sourcing strategies.
- Identify the drivers, shifts, market dynamics and trends to advise the business and IT teams of the most effective sourcing and procurement strategies across all IT categories.
- Evolve IT Governance to manage risk while operating with speed and agility in a rapidly changing business environment.

- Maintain and present market analysis to IT and business leaders regarding innovative product, solution and service opportunities.

Qualifications
REQUIRED:
- Bachelor's degree in business management, supply chain, information technology or a related field, or an equivalent combination of experience, skills, training, and education.
- Minimum 10 years in IT sourcing, IT procurement, and IT vendor management functions.
- Minimum 10 years' experience with IT sourcing products, technicality, trends, and their potential implications to the business.
- Minimum 5 years of IT business-case development.
- Minimum 5 years' experience managing large, complex IT supplier relationships across multiple countries.
- Minimum 10 years of experience executing data-informed IT sourcing strategies that deliver tangible added value to organization's strategic goals and objectives.
- Comfortable in addressing strategic vendor relationships and developing strategies that look to reduce overall cost or risk.
- Understanding of IT asset management in the relation to the cradle to grave lifecycle, EOL support, or leases.
- Excellent communication skills and a customer service oriented approach.
- Ability to travel domestically up to 10%.
DESIRED:
- Master's of business administration (MBA).
- Certified Professional in Supply Management (CPSM), Certified Professional in Supplier Diversity (CPSD), Chartered Institute of Procurement and Supply (CIPS) qualification, or APICS Certified Supply Chain Professional (CSCP) is a plus.
- Experience working in a very large IT department managing multiple stakeholders.
- Experience in OCIO or IT Business Office as an IT Sourcing / Procurement function for a global organization.
- Experience in IT purchasing, P2P workflows in an ITSM tool such as Service Now.
- Experience with hardware and software asset management.
- ITIL 4.0, IT Sourcing Certifications or coursework.
- Experience conducting RFx in GEP or Oracle Fusion or similar tool.
- Experience with Visio to draw out current processes and workflows.
- Ability to travel domestically up to 10%.
