Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

The Asset Management and Supply Chain Operation Division consists of all Storehouse and Warehouse Operations, Enterprise Asset Management (EAM), and Transit Asset Management (TAM). The purpose of the department is to service various customers within Metra. Managing the continuous supply of parts materials and services required to support Engineering, Mechanical and Transit Operations. The department operates Metra's four storehouses and one central warehouse. Additionally, the department manages the agency's Transit Asset Management (TAM) program and the Enterprise Asset Management (EAM) systems.

Reporting to the Director EAM and TAM, the Sr Manager Asset Data Systems will manage an assigned team of analysts and application developers; coordinate asset data processes and systems to carry out agency-wide initiatives to optimize the way assets and asset data systems software are managed; oversee systems implementations, upgrades, and data integration projects; collaborate with the Information Technology (IT) department on the alignment of technology solutions with business strategies and internal customer needs; and assist with building data structures compatible with EAM tools, systems, and programs to track and monitor all agency assets and ensure adherence to the enterprise data governance framework.

The primary duties include: Manage assigned staff responsible for applications and systems development that provide day-to-day guidance and operational support on the use of the EAM software, upgrades, and integration processes; implementations and maintenance; and ensure system training initiatives are implemented and delivered to all users. Develop and implement policies, procedures, and process changes required for successful EAM system performance across the agency; and ensure system users operate in compliance with agency procedures to meet TAM requirements. Oversee the usage of EAM platforms; develop guidance documentation; define roles and permissions; create and define front-end user access; analyze, coordinate, and test system updates; develop real-time reports; and troubleshoot all system problems in partnership with IT. Implement and maintain support portal tools to effectively prioritize in-coming work requests, resolve customer issues, track open and closed issues, document lessons learned, track resource allocation and needs, and provide effective documentation and reporting. Lead data integration projects; collaborate with the IT department and software teams to create a single source of truth (SSOT); and identify opportunities for EAM platform enhancement opportunities. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
  1. Bachelor's degree in Asset Management, Information Systems, Engineering, or a related discipline OR in lieu of a specified degree, any combination of education and experience that equals four (4) years in asset management or program administration.
  2. In addition to #1, must have eight (8) years of experience in asset, project, or configuration management, business systems operations, or asset analysis.
  3. Three (3) years of supervisory experience that includes employee management, providing guidance and training, and monitoring performance.
  4. Comprehensive knowledge of tools and techniques used in data collection, analysis, distribution, etc., such as Power BI and Tableau, as well as IBM Maximo, ServiceMax, CMMS, or similar EAM programs.
  5. Working knowledge of ERP systems with interface capabilities (e.g. Microsoft D365, AX, or similar systems).
  6. Working knowledge of business process analysis to create business requirement documentation and EAM system configuration based on individual departmental needs.
  7. Knowledge of EAM programs and TAM business operations, functions, strategies, and objectives.
  8. Knowledge of Client-Server technology, IT hardware/software configuration, maintenance, and troubleshooting activities.
  9. Knowledge of federal regulations related to transit operations and asset management.
  10. Proficient in Microsoft 365 (Word, Excel, Access) with the ability to create and manipulate data tables.
  11. Excellent written and verbal communication and interpersonal skills with the ability to serve as a key communicator between technical and business user teams.
  12. Strong organization and time management skills with attention to detail.
  13. Strong project management, quantitative, and analytical skills.
  14. Ability to convey technical information to non-technical audiences.
  15. Ability to react to priority adjustments and changes promptly and efficiently.
  16. Ability to lead cross functional teams, build collaborative relationships to lead multidisciplinary teams, engage project sponsors and key stakeholders, and build consensus to solve problems.
  17. Ability to assume immediate responsibility for coordinating and maintaining implementation of new systems.
  18. Ability to develop workflow processes, tracking tools, and model data.
  19. Ability to analyze situations, identify problems, troubleshoot data issues, determine root causes of problems and defects, and recommend solutions.
  20. Ability to prioritize among competing needs and opportunities and manage multiple projects at the same time.
  21. Ability to stand, walk, and/or sit, for extended periods of time.
  22. Must be able to operate a vehicle.
  23. Must be willing to travel within Metra's 6-county region.

Preferred:

  1. Experience in the railroad or transportation industry.
  2. Experience with data collection or working with EAM system software.
