Job Description

The Facility Security Officer (FSO) is responsible for administering and coordinating all facility security activities to ensure compliance with Federal requirements. The successful candidate will manage and implement all procedures and protocols in order for Kearney employees to successfully obtain and maintain their security clearances as well as ensure that Kearney & Company maintains the Firm's facility clearance.

The successful candidate will interface with all levels of Kearney personnel and government personnel to ensure contract security compliance. The successful candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. The FSO must possess the confidence to make critical security decisions and implement security procedures that will prevent unauthorized access to company and government facilities or information.


Responsibilities:

  • Manage the Company's overall security program, including both the facility and personnel areas
  • Ensure company compliance with the National Industrial Security Program Operating Manual (NISPOM) for the DCSA and various Intelligence Community Directives (ICDs) required for Sensitive Compartmented Information program procedures
  • Prepare, coordinate, and conduct all annual security education/training in relation to the NISPOM, customer requirements, and company policy and procedures to ensure compliance with government and customer regulations
  • Prepare, track, and monitor all classified contracts and DD-254 forms
  • Experience in Intelligence community and knowledge of Scattered Castles system
  • Investigate, prepare, and submit Security Violations and Incident Reports as required by NISPOM
  • Prepare and participate in yearly DCSA vulnerability assessments
  • Knowledge of U.S. Government compliance standards regarding foreign travel for security clearance holders
  • Monitor, track, and review the submission of eApp forms and employee data into the NBIS system for completeness and accuracy until security clearances are obtained
  • Answer questions from employees and managers about the facility clearance, personnel security clearances, and related forms
  • Maintain relationships with the DCSA Representative, prime contractor's FSO, and subcontractor FSO's
  • Prepare Visit Authorization Requests and Letters for employees
  • Submit employees for clearances and periodic reinvestigations through DISS as required
  • Advise Senior Leadership regarding changes in regulations relating to facility clearance

Qualifications

Required:

  • Bachelor's degree and a minimum of 7 years' experience in facility security administration; 5 years of experience must be with a Federal Government contractor
  • NISPOM experience, demonstrated successful results following formal inspections by Defense Counterintelligence Security Agency (DCSA)
  • Understanding of Security Executive Agent Directive (SEAD) 3 and SEAD 4
  • Demonstrated in-depth working knowledge of security requirements
  • Excellent organizational and communication skills
  • Management skills, and the ability to lead a Security Team
  • Ability to determine security customer reporting requirements and submit official reports as appropriate
  • Proficient knowledge of DISS, NBIS, NISS, and NCAIS
  • Must have course completions for CDSE certification
  • Active Top Secret Security clearance is required (US citizenship required)
  • Hybrid position with a minimum of 1-2 days onsite

Preferred:

  • Proficient knowledge of Salesforce

The expected salary range for this position is between $100,000 and $150,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
