Contract Support Specialist

XLA is currently seeking a Contract Support Specialist that is eligible to obtain a U.S. Secret Clearance to support our DEA client onsite in Arlington, VA. Candidates must be local to the Arlington area, as this position is onsite in a federal office setting 5 days/week.

General Experience:

Provide pre- and post-award acquisition support under contractor services. Assist with market research, documentation, and training development. Maintaining acquisition templates and ensure audit readiness. This contractor covers both pre-award and post-award acquisition activities, with explicit exclusion of contract negotiation and some support to the Government Purchase-Card Program relative to training. The contractor operates in accordance with applicable regulations (FAR, JAR, and DOJ policies) and internal DOJ procurement procedures. The contractor provides professional acquisition support services to the customer, supporting both pre-award and post-award activities (excluding negotiation). Services encompass a wide range of contracting methods and types, in accordance with applicable regulations and policies.

Roles & Responsibilities

(A) General Acquisition Support



  • Assist in evaluating program effectiveness using quantitative and qualitative data to determine if goals and objectives are met.
  • Assist in policy reviews
  • Conduct or assist in formal training for program offices.
  • Develop acquisition checklists and templates and update clauses, provisions, forms, etc.
  • Provide comprehensive acquisition support in accordance with applicable regulations.
  • Develop and assist with providing training to the AWF and Government PCHs.


(B) Pre-Award (excluding negotiations):



  • Conduct market research/analysis to determine availability and competitiveness of requirements.
  • Prepare contractual documents (solicitations, awards, related documentation) using UFMS.
  • Coordinate with requiring activities, industry stakeholders, and other parties as needed.
  • Compile and maintain complete contractual files.
  • Respond to the agency's needs in a timely manner.
  • Time is of the essense and Contractor must have a sense of urgency in responding to requests.
  • Contractor's reviews of documents must provide feedback of substance that demonstrates the wealth of knowledge and expertise required in the federal procurement filed.


(C) Post-Award (excluding negotiation): Perform majority of post-award procurement functions, including contract administration activities except for negotiation-related actions.



  • Perform analytical, administrative, coordinating, and monitoring tasks related to pre and postaward functions.
  • Implement contract changes within the scope of delegated authority and approved procedures.
  • Manage updating acquisition templates, forms, documentation, provisions, clauses, records, and reporting to ensure compliance and audit readiness.
  • Develop acquisition checklists
  • Respond to mailbox inquiries
  • Develop and assist with providing training to the AWF and Government PCHs.
  • Respond to the agency's needs in a timely manner.
  • Time is of the essence and Contractor must have a sense of urgency in responding to requests.
  • Contractor's reviews of documents must provide feedback of substance that demonstrates the wealth of knowledge and expertise required in the federal procurement filed.



Minimum Education/Certification/Experience:



  • Must have bachelor's degree with a minimum of five years' experience in the field of Contracting and procurement or equivalent combination of formal education and experience (7 years of directly related experience will substitute for education).
  • FAC-C or DAWIA Certification in Contracting strongly preferred.
