Coho Technology Solution is seeking an experienced Program Manager to provide leadership and oversight for complex cybersecurity and engineering support efforts at the Naval Surface Warfare Center Philadelphia Division (NSWCPD). NSWCPD is the Navy's premier organization for research, development, testing, evaluation, and fleet support across ships, submarines, military watercraft, and unmanned platforms.

This position will lead program execution in support of NSWCPD Department 50, which manages Risk Management Framework (RMF) package development, cybersecurity hardening, and Authority to Operate (ATO) validation for critical Navy and DoD systems. The Program Manager will ensure that project goals are achieved on time, within scope, and in compliance with federal and DoD cybersecurity regulations while coordinating efforts across engineering, logistics, and technical documentation teams.

Responsibilities (include but are not limited to):



  • Oversee all aspects of program execution supporting cybersecurity, engineering, logistics, and technical documentation for shipboard and shore-based systems.
  • Manage program planning, scheduling, and coordination, including developing and maintaining the master project schedule.
  • Lead RMF package preparation, documentation, and submission in compliance with DoD Instruction 8510.01 and NAVSEA guidance.
  • Support cybersecurity activities, including installation, configuration, patching, system integration, and compliance with DoD/Federal IT security standards.
  • Provide oversight of program reviews, Plan of Action & Milestones (POA&M) development, and compliance reporting.
  • Ensure proper documentation is developed, including user manuals, reports, technical data, test procedures, validation plans, and milestone tracking artifacts.
  • Coordinate with Navy Validators, Security Control Assessors (SCA), and Information Assurance Managers (IAM) to achieve and maintain system ATOs.
  • Support cybersecurity desktop administrative functions, ensuring compliance of IT systems with Federal and DoD regulations.
  • Collaborate with cross-functional teams to identify risks, resolve issues, and improve processes across multiple platforms.
  • Provide program-level communication, reporting, and status updates to government stakeholders.


Essential Job Qualifications and Requirements:



  • Citizenship:

    • Active DoD Secret Clearance required, with the capability to obtain Top Secret approval.




  • Education:

    • Bachelor's degree in a technical or managerial discipline




  • Experience:

    • Minimum of 10 years of professional experience in program and project management.




  • Travel

    • May travel up to 25% of the time.



Position Pay Range
$75,000 $125,000 USD
