Deputy Vice President, Enterprise Architecture, Technology Planning, and Operations

As the Deputy Vice President for Enterprise Architecture, Technology Planning, and Operations, you will lead the Enterprise Architecture (EA) team and articulate the strategic business value of EA initiatives, frameworks, and solutions to senior executives to drive informed decision making and organizational alignment. You will develop roadmaps for major applications and technology ecosystems, including current and future-state architectures, and you will be directly responsible for IT standards, compliance, and investment planning across the enterprise IT portfolio. In addition, you may be asked to oversee key operational teams, including infrastructure support operations and the incident management function. You may also be responsible for instituting and maturing ITIL-based processes such as change management, release management, configuration management, and problem management to strengthen MWAA's IT operational capabilities.

Serves in the Office of Technology in the Headquarters Office.

GENERAL RESPONSIBILITIES

Leads the development of technology roadmaps across key applications and platforms, documenting current capabilities, identifying gaps, and defining target architectures to support business transformation and long-term scalability.

Aligns enterprise architecture initiatives with organizational strategy to drive measurable business outcomes, optimize technology investments, and support innovation and operational excellence.

Acts as a strategic liaison between business and technology leaders, translating business needs into architecture priorities and ensuring the value of EA initiatives is clearly communicated and understood.

Owns and enforces IT standards and compliance by establishing governance frameworks, ensuring regulatory adherence, and maintaining consistency, security, and reliability across enterprise systems.

Manages and optimizes the Airports Authority's portfolio of technology investments to ensure strategic alignment, risk management, and long-term value creation, providing guidance to executive leadership on investment performance and priorities.

Oversees the Enterprise Architecture team, providing leadership and direction, and prioritizing and sequencing technology initiatives to maximize value delivery and ensure business alignment.

Leads the continuous improvement of EA operations by establishing best practices, frameworks, and governance models that enhance efficiency, innovation, and enterprise alignment.

Identifies, assesses, and mitigates technology architecture risks, including security vulnerabilities, compliance gaps, and system performance issues.

Partners with data governance and cybersecurity leaders to ensure enterprise data models, integration frameworks, APIs, and data flows are aligned with organizational data strategies and security requirements.

Leads the evaluation and integration of emerging technologies, including artificial intelligence, data analytics, automation, and other advanced capabilities, ensuring their ethical, secure, and value-driven adoption.

Evaluates technology partner ecosystems and vendor roadmaps to ensure long-term interoperability, cost-efficiency, and alignment with MWAA's enterprise architecture principles.

Chairs the Enterprise Architecture Governance Council, ensuring that all technology initiatives align with enterprise architecture standards, roadmaps, and investment priorities.

Assists the Chief Technology Officer (CTO) with horizontal integration of enterprise systems to support unified data flow, cross-functional business processes, and end-to-end interoperability across MWAA.

Works under the general administrative direction of the CIO/CDSO and collaborates with the CTO and CISO to ensure architecture standards, cybersecurity requirements, and technology investments support MWAA's strategic goals.

Collaborates with implementation and operations teams to ensure solutions adhere to IT strategy, enterprise architecture standards, and operational readiness requirements. Provides regular updates on architecture progress, risks, and outcomes to senior executives.

Champions enterprise architecture principles, standards, and strategic vision to internal stakeholders, business partners, and external entities.

Oversees technology selection and capability development to support new products, services, and innovations for the Airports Authority and the surrounding commercial ecosystem.

Uses TOGAF or equivalent enterprise architecture frameworks such as FEAF, Zachman, or Gartner to drive architectural governance and capability mapping.

Assesses current-state technology compliance across systems and operations and leads evaluations of technical requirements needed to meet business demands and organizational priorities.

Oversees the performance, lifecycle, and continuous improvement of enterprise systems and architectures, identifying opportunities for optimization and modernization.

Maintains current awareness of aviation industry technology trends and incorporates relevant advancements into MWAA's enterprise roadmaps, investment strategies, and innovation initiatives.

Advises MWAA leadership on current and future technology needs, including areas for consolidation, shared capabilities, and standardization to enhance operational and competitive effectiveness.

Develops a comprehensive understanding of MWAA's business needs related to infrastructure, application capabilities, enterprise integration, and digital modernization.

Works with the Executive Vice President, CIO/CDSO, and other Deputy CIOs on enterprise technology strategy formulation and long-range planning.

May oversee infrastructure support operations and the enterprise incident management function to ensure stable, resilient, and reliable technology services across MWAA. May also lead and mature ITIL-based processes such as change management, release management, configuration management, and problem management to strengthen operational discipline and service quality.

Performs other duties as assigned or self-initiated based on organizational needs.

QUALIFICATIONS

Nine years of progressively responsible experience leading technology strategy, IT management, and enterprise architecture initiatives.

At least five of the nine years must involve leading the full lifecycle of enterprise architecture implementation and defining target architecture based on current-state business processes.

Demonstrates mastery of enterprise architecture principles, system design, integration strategies, and technology standardization.

Experienced in optimizing IT investment portfolios and driving continuous improvement through the integration of enterprise systems and technologies to ensure interoperability.

Comprehensive knowledge of modern technology platforms and ecosystems, including cloud, mobile, social, COTS/SaaS, IoT, and advanced cognitive and analytics capabilities.

Proven ability to evaluate vendor ecosystems, negotiate technology partnerships, and plan long-term technology evolution.

Skilled in managing multiple major programs or projects concurrently, coordinating across business units, and driving large-scale planning, scheduling, and execution.

Knowledge of supervisory principles and the ability to lead teams, manage operations, and oversee enterprise programs.

Ability to perform complex analyses, interpret technical and business data, and provide actionable recommendations.

Ability to communicate effectively in writing and verbally, including the ability to present complex technical concepts to non-technical audiences.

PREFERRED QUALIFICATIONS

Experience in the transportation sector, especially in an airport environment.

Significant experience collaborating across IT functional areas, including network services, cloud platforms, mobile technologies, and SaaS ecosystems.

Experience establishing or maturing enterprise architecture or technology governance functions in large or complex organizations.

Certifications and experience include: EA, Agile, PMP, AWS, Azure, Salesforce, ITIL, Microsoft, VMware, storage, networking, and other cloud technologies.

A Master's Degree in Business Administration (MBA), Technology Management, or a related discipline.

EDUCATION

A Bachelor's Degree in Computer Science, Information Technology, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quality, timeliness, teamwork, customer service, and alignment with enterprise objectives.

Occasional travel to MWAA airport locations and external meetings may be required.

A background security investigation will be required for all new hires.
