Job Description:

Dynamo Technologies is seeking a Cost Analysis to support the Program Manager for Positioning, Navigation, and Timing (PM PNT) as a Cost Analyst. You will be responsible for developing and maintaining lifecycle cost estimates, preparing Cost Analysis Requirements Descriptions (CARDs), and supporting acquisition milestone decisions. This role requires proficiency in ACEIT, strong analytical skills, and the ability to deliver both classified and unclassified cost analysis in accordance with DoD and Army cost guidance.

The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army's PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army's mounted and dismounted platforms. PM PNT is the Army's lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and ALTNAV Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and outside the contiguous United States (OCONUS).

Hybrid Remote work is a possibility, but you do need to be in the DMV area.

Duties/ Responsibilities:



  • Development and application of research/statistical/mathematical methodologies and techniques to cost for major Modernization programs. Develop estimates for the life cycle of the program to ensure funding is requested for future planning.
  • Develop and utilize appropriate data collection research and analysis, techniques.
  • Analyze mission requirements and systems definitions to determine cost parameters, cost factors, and relationships to be utilized in constructing cost models.
  • Build quantitative models to predict the future cost of complex defense weapons systems.
  • Communicate with acquisition program office staff, technical/engineering teams, defense contractors, and external government customers.
  • Convert mathematical analytical findings into well-articulated, concise written products, and complete detailed documentation of analytical data and methods.
  • Deliver oral and written presentations on findings, defending your analysis.
  • Create Program Office Estimate (POE) through utilization of the ACEIT software tool.
  • Maintain assumptions file (basis of estimates) and change log for cost.
  • Conduct affordability assessments.
  • Prepare Independent Government Cost Estimates (IGCEs) - government estimate of the resources required to complete an effort, developed within the constraints of the program budget.
  • Run excursions, what-if drills and unfunded requirement (UFR) drills - conduct financial analysis pertaining to changes in funding.
  • POE validation through the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE).
  • Business Case Analysis (BCA) - determine the best-value solution for product support.
  • Provide support to the program analyst during major program reviews and budget exhibit submissions.

  • P&R Forms (budget exhibits) - provide financial breakdowns based on the POE.
  • APBB
  • Will Cost (WC) / Should Cost (SC) and Better Buying Power 3.0 efficiency initiatives.
  • Integrated Baseline Review (IBR) - review of a contractor's Performance Measurement Baseline (PMB) on contracts requiring compliance with Earned Value Management (EVM) requirements within 6 months after contract award.
  • Compile and perform analysis on monthly Contractor Performance Reports (CPRs) and EVM data pertaining to relevant contracts.


Required Skills/Abilities:



  • Working knowledge of the Army Cost Analysis Manual and Army CARD Guidance for generating compliant cost reports.
  • Experience developing and reviewing cost estimates in accordance with DoD 5000 series guidance.
  • Proficiency using Automated Cost Estimating Integrated Tool (ACEIT) to build and deliver lifecycle cost models.
  • Ability to conduct cost studies to support acquisition planning, milestone decisions, and program re-baselining.
  • Experience preparing and maintaining Cost Analysis Requirements Descriptions (CARDs) for ACAT I programs.
  • Understanding of lifecycle cost estimating, including support for classified and unclassified cost analysis.


Nice-to-Have Skills:



  • Experience with Earned Value Management (EVM) and cost-performance reporting.
  • Familiarity with OMB Circular A-94 and CAPEs cost estimating policies.
  • Proficiency in additional tools like CO$TAT, SEER, or PRICE for cost modeling.
  • Prior support to ACAT I/II programs in the Army or other DoD components.
  • Experience drafting or reviewing Independent Cost Estimates (ICEs) and Life Cycle Cost Estimates (LCCEs).


Education and Experience:



  • Bachelor's degree in an applicable field with a minimum of three (3) years' experience in DoD Acquisition cost/lifecycle cost.
  • OR, Bachelor's degree in an applicable field with a minimum of seven (7) years' experience in DoD Acquisition cost/lifecycle cost
  • OR a Master's degree with a minimum of five (5) years.
  • Proficiency in Microsoft Office Suite, especially Excel, for cost modeling and data analysis.


Travel Requirement:



  • This position may require up to 25% travel in and out of the contiguous US.


Clearance:



  • An active Secret security clearance is required for consideration.
