Job Description
PURPOSE SUMMARY. Manage, direct, and oversee operations, planning, and budget for the Code Enforcement Division. The role will provide administrative oversight for violations related to zoning, land use, building codes, nuisances, and graffiti. The position will conduct public outreach to promote awareness of code compliance and ensure a safe, sanitary, and clean environment. The role will instruct, coordinate, and train zoning and environmental code officers and cleanup crews on departmental programs and procedures.
ESSENTIAL DUTIES.
1. Code Enforcement Team Coordination

Manage and supervise front-line code enforcement personnel.

Model effective interaction with the public and county staff to promote customer service and code compliance.

Assign code violations and dumpsites to staff and laborers.
-
Conduct field training and provide direct supervision of assigned staff.
-
Follow up with constituents to ensure resolution of concerns.
-
Provide leadership, counsel, coaching, and mentoring to staff.
-
Oversee business practices to ensure consistent, efficient, timely, predictable, and cost-effective services.
-
Delegate responsibilities to appropriate personnel.
2. Code Enforcement
-
Direct the administration of code enforcement activities, including inspections, case management, resolution, and reporting.
-
Conduct investigations at illegal dumpsites and properties with code violations, including dilapidated buildings, inoperable vehicles, and trash or weed accumulation.
-
Determine whether violations occur and initiate appropriate responses.
-
Issue citations, criminal complaints, and notices of violation to property owners.
-
Complete follow-up actions, including court proceedings, to ensure compliance.
-
Assist with identification and abatement of dangerous or abandoned buildings, inoperative vehicles, and solid waste accumulation.

Apply abatement resolution procedures to address non-compliant properties.
-
Evaluate and recommend updates to county codes and ordinances to align with strategic and legislative initiatives.
-
Recommend modifications to enforcement programs, policies, and procedures.
-
Research and compile information to effectively reduce illegal dumping and code violations.
3. Public Outreach
-
Develop and update educational materials on code enforcement.
-
Deliver presentations to schools, community centers, and neighborhood associations.
-
Promote recycling and anti-dumping initiatives through public education campaigns.
-
Conduct outreach initiatives to increase public awareness of enforcement policies and compliance requirements.
-
Serve as liaison for the division with departments, agencies, elected officials, and community groups.
-
Coordinate and assist with community clean-up events and campaigns.
4. Grant Management
-
Apply for, manage, and administer grants, including the Keep America Beautiful/Doña Ana County Clean & Beautiful Grant.

Submit required grant reports and request reimbursements.
-
Research and identify potential funding sources for code enforcement initiatives.
-
Attend training and events related to grant applications and administration.
-
Track expenditures, ensure compliance with grant terms, and maintain accurate records.
5. Supervisory Responsibilities
-
Supervise, hire, train, and separate code enforcement staff.
-
Assign work, districts, and job duties while providing daily leadership and guidance.
-
Manage employee performance through feedback, evaluations, and corrective action.
-
Schedule and prioritize work assignments and leave requests.
-
Oversee office operations to ensure efficiency, cost effectiveness, and high-quality service.
-
Enforce department policies and recommend improvements to policies, procedures, and processes.
6. Collaboration
-
Serve as point of contact for the Illegal Dumping Partnership, including coordinating meetings, agendas, and project follow-up.
-
Collaborate with management, departments, and agencies to monitor and apply new trends in code enforcement.
-
Maintain communication with departments and agencies to streamline enforcement and prevent duplication of efforts.
-
Partner with residents, neighborhood groups, stakeholders, and enforcement personnel to address root causes of violations.
ADDITIONAL DUTIES. Other duties as assigned.
QUALIFICATIONS.
A. Education. Associate’s degree from an accredited college or university in criminal justice, construction technology, building inspection, public administration or a closely related field.
B. Experience. Minimum of three (3) years of experience in code compliance, code enforcement, environmental health, law enforcement, or relevant military service, including at least two (2) years in a supervisory role. Bilingual (English/Spanish) preferred.
C. Education/Experience substitution. In accordance with County Policy.
D. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. ICC Code Specialist, ICC Property Maintenance and Housing Inspector and/or ICC Zoning Inspector certifications preferred.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check.
