Job Summary

The Instructional Services Supervisor (Specially-funded) provides administrative and instructional leadership within clock-hour Emergency Medical Services (EMS) and Massage Therapy education programs. The supervisor oversees instructional staff and curriculum, ensures compliance with accreditation and certification standards, manages equipment and budget operations, and coordinates across campuses and with external clinical partners. The ideal candidate brings substantial EMS and Massage field and instructional experience, strong supervisory skills, and demonstrated leadership in instructional program operations.

Essential Functions

50% - Instructional Oversight & Staff Supervision
  • Supervise full-time and multiple part-time instructors, lab technicians, and evaluators within the EMS and Massage Therapy instructional programs.
  • Coordinate scheduling, workload distribution, timekeeping approvals, and classroom staffing to maintain proper ratios for classes up to 24 students, with multiple cohorts a semester.
  • Conducts initial and ongoing training, onboarding, and performance evaluations for instructional staff, both full and part-time.
  • May teach EMS courses when needed
  • Monitors and maintains credentials through periodic instructional engagement, instructor training, and insurances of proper instructor credentialing.
  • Attends mandatory college-wide and districtwide meetings as it pertains to EMT and Massage Therapy
  • Responds to and resolves instructional issues and student concerns promptly, ensuring instructional standards and student satisfaction remain high.

30% - Curriculum Management, Student Support, & Learning Technology Integration
  • Maintains curriculum alignment, assessment processes, and accreditation compliance across EMS and Massage Therapy programs in accordance with national, state, and accrediting-body standards.
  • Develops and implements program policies, QA/QI procedures, program evaluations, and accreditation documentation; coordinates submissions and site visit preparation.
  • Oversees ACRES documentation, clock-hour tracking compliance, and cohort-based assessment data collection to support continuous program improvement.
  • Recruits, advises, and supports prospective, current, and alumni students; maintain engagement databases and coordinates student support services.
  • Develops targeted recruitment and retention initiatives such as career fairs, job shadowing, ride-alongs, and employer partnerships to promote student success and workforce placement.
  • Builds and maintains relationships with clinical sites, hospitals, EMS agencies, and employers to support clinical placement needs and employment pathways.
  • Designs, develops, and manages LMS course shells and instructional technologies to ensure instructional clarity, accessibility, and engagement.
  • Provides LMS training and ongoing technical support to instructional staff; develop multimedia resources, scenario-based assessments, and interactive learning materials for hybrid and in-person courses

20% - Equipment, Budget, Administrative Operations & Programs Quality Assurance
  • Manages and tracks instructional equipment inventory (asset-tagged and non-asset-tagged), ensuring readiness, maintenance, and availability for instructional use.
  • Coordinates equipment redistribution, reassignment, and logistics across sites or programs to optimize resource utilization.
  • Prepares, monitors, and manages departmental budgets; support grant writing, budget justification, and resource planning for instructional enhancements.
  • Uses data management systems and spreadsheets for budget forecasting, inventory control, curriculum tracking, and instructional assessment data analysis.
  • Participates in the hiring, onboarding, and professional development of instructional staff to support continuous improvement and instructional effectiveness.
  • Serves as a liaison to internal departments, administrators, external clinical partners, EMS/Massage agencies, and community stakeholders.
  • Leads QA/QI initiatives by reviewing program effectiveness, making data-informed recommendations, and implementing improvements.
  • Provides leadership during recruitment, advising, orientation, and student support activities to strengthen student pathways and program engagement.
  • Other duties as assigned


Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in education, organizational development or directly related field, four (4) years of experience such as planning, developing, implementing or overseeing projects and services in support of educational programs in area of assignment which includes two (2) years of lead work or senior level experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

A. Bachelor's degree - preferably in public safety administration, EMS, or Health Sciences related field.
B. Professional field experience in EMS educational standards, national certification processes (NREMT), and accreditation guidelines (e.g., CoAEMSP, CAAHEP, state EMS regulatory agencies)
C. Experience with leading Quality Assurance and improvement initiatives as it pertains to EMS training programs
D. Teaching experience in EMS and/or health sciences related field
E. Supervisory, or leadership experience, within EMS and/or Massage Therapy education is preferred

Special Working Conditions
  • Will be required to travel or be assigned to all GateWay locations
  • May require some evenings or weekends
  • May require prolonged periods of viewing a computer screen
  • May be required to lift or carry up to #50 lbs
  • MCCCD does not sponsor individuals for any type of work visas

Additional Requirements
  • Must have been an Emergency Medical Care Technician (EMT or Paramedic) for a minimum of two (2) years
  • Must have 24 hours of training related to instructional methodology or NAEMSE certification
