Genesis10 is currently seeking a Organizational Change Program Manager- Fully Remote for a 12-month contract role with our healthcare client in Phoenix, AZ.

Compensation: $80-90 per hour W2, depending on skill and experience level.

Position Summary
We are seeking an Organizational Change Program Manager to support the CIO and IT organization of a large enterprise as it undergoes a major shift in how technology work is planned, governed, prioritized, and delivered. This role leads IT-focused change management efforts to transition the environment toward a strategic, roadmap-driven planning model. A key priority is stabilizing priorities, reducing constant pivoting, establishing disciplined planning cycles, and ensuring CIO-level meetings remain strategic while tactical decisions and operational alignment move to directors and managers. The ideal candidate excels at driving IT behavior change, influencing senior technology leaders, embedding sustainable governance rhythms, and aligning teams across applications, infrastructure, security, PMO, and the business.

Military experience or military-affiliated backgrounds strongly preferred

Key Responsibilities
IT Change Strategy & Planning (Primary Focus)
  • Develop and execute IT-specific change-management strategies that shift the organization from tactical execution to strategic planning, portfolio management, and predictable roadmapping.
  • Conduct IT readiness assessments, stakeholder analyses, and impact evaluations to identify adoption barriers across technical teams.
  • Partner with the CIO and IT leadership to define annual and quarterly planning cycles, prioritization frameworks, technology roadmaps, and governance routines.
  • Establish KPIs and dashboards to measure adoption of new IT planning, prioritization, and decision-making behaviors.
Program Management & IT Governance Alignment
  • Lead enterprise IT change initiatives that reshape how teams plan, prioritize, and deliver work across applications, infrastructure, cybersecurity, data, and enterprise systems.
  • Integrate change activities into IT program portfolios to reinforce priority stability and delivery predictability.
  • Facilitate CIO governance sessions, steering committees, and portfolio reviews, ensuring conversations remain strategic and future-oriented.
  • Enable IT directors/managers to own day-to-day tactical decisions, operational problem-solving, and sprint-level adjustments.
Communication & IT Leadership Engagement
  • Create communication plans tailored for CIO, IT directors, and technical teams, explaining the transition to strategic planning and new governance expectations.
  • Prepare CIO-level messaging, leadership talking points, and vision materials to guide cultural and behavioral shifts.
  • Facilitate workshops on IT planning frameworks, delivery governance, prioritization models, and RACI/decision-rights expectations.
Training, Adoption & Behavior Change Across IT
  • Partner with L&D, PMO, and technical leaders to develop training materials, job aids, role guides, and onboarding tools supporting new IT processes.
  • Coach IT directors and managers on operating governance meetings, managing priorities, and minimizing escalations.
  • Track IT adoption metrics and implement reinforcement strategies to ensure lasting behavior change across teams.
Stakeholder & Relationship Management
  • Build strong relationships with CIO, IT directors, PMO leadership, and business partners to drive alignment and shared ownership of new ways of working.
  • Serve as a trusted advisor on IT change management, governance, planning, and organizational readiness.
  • Facilitate cross-functional negotiations to reduce priority churn and eliminate conflicting demands across portfolios.
Continuous Improvement
  • Evaluate IT transformation progress, gather feedback, and propose enhancements to planning, prioritization, and governance processes.
  • Evolve OCM frameworks and tools to better support IT strategy execution.
  • Promote a culture of strategic thinking, predictable planning cycles, disciplined prioritization, and empowered IT leadership.

Qualifications
Required
  • Bachelor's degree in Organizational Development, Business, HR, Communications, Project Management, or related field.
  • 5+ years experience in organizational change management, IT transformation, portfolio governance, or large-scale program management.
  • Proven experience influencing IT leadership and driving behavioral change in large, matrixed technical organizations.
  • Strong understanding of OCM methodologies (Prosci ADKAR, Kotter, Lewin).
  • Demonstrated success shifting IT organizations from tactical execution to strategic planning and stable prioritization.
  • Excellent communication, facilitation, and stakeholder management across CIO, director, and technical teams.

Preferred
  • Prosci or similar change management certification.
  • Experience in IT digital transformation (ERP, CRM, HRIS, application modernization, cloud migrations).
  • Familiarity with PMO processes, IT portfolio management, Agile/SAFe, and hybrid delivery models.
  • Experience in regulated industries (healthcare, government, finance, utilities).
  • Military background or experience supporting military communities.
