Primary Function of Organizational Unit
Under the leadership of the Chief Human Resources Officer, the Office of Human Resources provides comprehensive programs and services to attract, support and retain high performing faculty and staff at the University and develop a workforce that efficiently serves the University in support of its mission. To this end, the Office of Human Resources partners with university stakeholders in proactively assisting them in achieving their short and long term goals and objectives. This is accomplished by strategically implementing best practices to support vice chancellors, deans, directors, department heads, staff, faculty and supervisors in the areas of:

  • Recruitment and Employment
  • Classification and Compensation
  • Human Resources Information Systems
  • Salary Administration
  • Employee Relations and EEO
  • Training and Professional Development

Primary Purpose of Position
Under the leadership of the HR Employment, Classification & Compensation Manager, the Recruitment & Talent Acquisition Consultant serves as the subject matter expert for Employment business processes across EHRA Non-Faculty, SHRA, Temporary, and Student Employment. The position manages end-to-end recruitment, hiring, and personnel action workflows while ensuring accuracy, compliance, and timely completion of all actions in alignment with HR Employment and Payroll deadlines.
The Consultant partners with assigned units to understand operational needs and deliver both operational and strategic recruitment support. This includes leading initiatives related to talent branding, targeted sourcing strategies, recruitment marketing, enhancing the candidate experience, and managing specialized job boards to attract high-quality talent. The role also provides expert guidance on recruitment, hiring, position management, and employment policies across employee categories.
Success in this role requires strong communication, sound judgment, confidentiality, and the ability to build effective relationships across a diverse client base. The Consultant ensures consistent policy interpretation and full adherence to internal HR procedures, the UNC System Office, and the Office of State Human Resources ( OSHR) regulations.
Required Knowledge, Skills, and Abilities
Knowledge of HR Employment Practices & Regulations:
Strong understanding of federal and state employment laws, University and OSHR policies, and compliance requirements related to recruitment, hiring, personnel actions, I-9 verification, employment eligibility, and record retention.
HR Systems & Technology Proficiency:
Demonstrated experience using enterprise HR systems such as PeopleAdmin, Banner, E-Verify, and BDMS. Proficiency in Microsoft Office applications (Word, Excel, Outlook) and the ability to analyze data, manage documentation, and navigate workflow-driven systems accurately.
Recruitment & Talent Acquisition Skills:
Ability to apply recruitment best practices including targeted sourcing, job posting management, recruitment marketing, candidate engagement, and use of specialized job boards. Skill in reviewing applications, guiding hiring managers, and ensuring efficient and compliant recruitment processes.
Policy Interpretation, Consultation & Problem-Solving:
Ability to interpret and apply HR policies consistently; provide consultative guidance to hiring managers; analyze information; identify issues; and develop practical, compliant solutions. Demonstrates sound judgment, discretion, and decision-making ability.
Communication & Relationship-Building Skills:
Excellent written and verbal communication skills, with the ability to clearly explain HR processes, timelines, and policy requirements. Strong interpersonal skills to interact effectively, diplomatically, and professionally with faculty, staff, candidates, and campus partners in a fast-paced environment.
Organizational & Workflow Management:
Strong ability to plan, prioritize, and manage multiple tasks and deadlines. Demonstrated skill in organizing workflows, ensuring accuracy, maintaining detailed records, and completing projects with minimal supervision from initiation to completion.
Confidentiality, Professionalism & Customer Service:
Proven ability to handle sensitive information with integrity, maintain confidentiality, and provide high-quality customer service. Ability to represent the HR office with professionalism, responsiveness, and a commitment to service excellence.
Minimum Education/Experience
Bachelor's degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.

Function Recruitment & Talent Acquisition

Demonstrates expertise in recruitment best practices, including targeted sourcing, recruitment marketing, employer branding, enhancing the candidate experience, and managing specialized job boards. Utilizes effective, data-informed strategies to attract well-qualified applicants.

  • Manage end-to-end recruitment and hiring processes for EHRA Non-Faculty, SHRA, Temporary, and Student Employment positions.
  • Review and approve job postings, recruitment plans, and candidate selections.
  • Ensure timely processing of offers, background checks, and onboarding actions to meet Employment and Payroll deadlines.
  • Implement strategies to strengthen talent branding, recruitment marketing, and candidate engagement.
  • Develop targeted sourcing approaches and manage postings on specialized job boards.
  • Monitor applicant flow trends and provide recommendations to improve recruitment outcomes.



Function Customer Service

Builds and maintains strong working relationships with hiring managers, campus partners, and candidates. Provides professional, timely, and solutions-focused support while demonstrating diplomacy, discretion, and exceptional customer service.

  • Serve as the primary HR point of contact for assigned departments, maintaining knowledge of operations, staffing needs, and workflow patterns.
  • Demonstrate professionalism, sound judgment, confidentiality, and accuracy in all HR transactions.
  • Provide responsive and customer-focused service to departments and candidates.
  • Promote consistent HR practices that support operational effectiveness and organizational goals.

Function Compliance Management

Possesses thorough knowledge of employment policies, procedures, and regulations across EHRA Non-Faculty, SHRA, Temporary, and Student Employment. Ensures consistent application, compliance with UNC System and OSHR guidelines, and accuracy in personnel actions and workflow processes.

  • Ensure adherence to internal HR & Shared Services procedures, UNC System Office requirements, and OSHR regulations.
  • Maintain accurate and confidential employee records, recruitment files, and personnel documents.
  • Generate and analyze reports to support recruitment tracking, workflow monitoring, and process improvement.
  • Initiate and process personnel actions for hires, reappointments, salary changes, separations, and other employment transactions.
  • Ensure accuracy, compliance, and timely submission of all actions in accordance with HR, UNC System, and OSHR standards.
  • Maintain thorough documentation within PeopleAdmin, Banner and related HR systems.
