We are seeking an exceptional leader to serve as the Mission Area Executive (MAE) to lead the Sea Control Mission Area (SCMA), including the exploration and development of new maritime superiority capabilities; establishment and management of relationships with sponsors and industry partners; and development, communication, and implementation of the SCMA strategy. In the advancement of the Mission Area's strategic plans, the MAE will work with line management to ensure that we apply technical talent from across APL's 9,000-person workforce to achieve Force Projection Sector (FPS) and cross-APL objectives, build and mentor teams to execute programs, and provide a disruptive force for positive change, continuous improvement, and innovation.

As the SCMA MAE, your primary responsibilities will be to...

  • Define and implement the vision and strategy of the SCMA, build a portfolio of high impact work for our national security sponsors, coordinate program investment, and execute impactful projects in a highly dynamic environment.
  • Serve as the primary interface for, and establish long-term effective relationships with, senior government and military officials who are the sponsors and key stakeholders for the Mission Area.
  • Identify opportunities to leverage existing and emerging technologies and develop game-changing concepts, rapid prototypes, and rapid fielding to sustain and advance a lethal and survivable maritime force.
  • Actively work across APL's 13 Mission Areas to fully leverage the power of OneAPL to bring revolutionary, affordable solutions to our sponsors across multiple government agencies
  • Serve as a member of the FPS Executive Leadership Team (ELT) and lead / coordinate with the FPS Managing Executive (ME) and Operations Executive (OE) organizations, and other mission areas and sectors on high priority initiatives. Participate as an active member of the Laboratory's ELT to help set the future direction and strategy of Lab.

To achieve these goals you will lead the operations of the mission area, including:

  • Manage all programs within the SCMA to ensure program objectives align with those of the Mission Area and Sector.
  • Lead, recruit, develop, and inspire a highly effective program management team to execute sponsored tasking at the highest quality, ensuring delivery on time and within budget.
  • Identify and manage internal investments, development and tracking of overhead and portfolio development budgets, IRAD execution, security, and staffing needs.
  • Participate in sector-level strategic and operational planning and prioritization functions.
  • Identify opportunities and work with the ME and OE organizations to develop creative solutions for addressing staffing, facilities and infrastructure needs at all classification levels.
  • Ensure the quality, appropriateness and timeliness of all tasks and associated deliverables within the MA; take an active role in the Mission Area quality processes, and ensure implementation to achieve expected standards.
  • Coordinate and foster collaboration across the Program Areas to increase Mission Area effectiveness and impact.
  • In coordination with the Assistant Directors for Programs, collaborate with peer Mission Area Executives and their teams to address seams between mission areas using an enterprise perspective to ensure OneAPL in addressing critical challenges.
  • Work with the Sea Control technical leadership to drive innovation and quality throughout the work of the mission area from designing and executing high impact IRAD projects to training the next generation of APL staff.

Qualifications

You meet our minimum qualifications for the job if you...

  • Possess a BS in Science, Technology, Engineering, Math, or other relevant discipline.
  • Have 15+ years of experience with demonstrated success in program management, sponsor development, and leadership of large, complex technical programs or efforts for the Navy, Intelligence Community, and/or other government sponsors relevant to the maritime domain.
  • Have at least 5 years of managerial experience, leading technical teams of analysts, scientists, or engineers; For internal APL candidates, this should be at the Program Area Manager or Branch Supervisor level. Exceptions may be made for uniquely qualified candidates at the Program Manager or Group Supervisor level.
  • Have highly effective communication skills and demonstrated ability to proactively and productively engage with senior government and military officials to identify and solve critical national challenges.
  • Have a demonstrated record of strong leadership success in a dynamic environment. Proven success in effective strategy development and sponsor engagement.
  • Are a visionary and inspirational leader with a strategic perspective, effective at change management, results-oriented, a collaborative team player, and skilled at developing outstanding leaders.
  • Have demonstrated success in bringing parties with competing priorities towards common purpose.
  • Can take regular trips to sponsor offices at multiple destinations across the Continental U.S., Hawaii, Japan, Australia and Europe.
  • Hold an active Top Secret security clearance and can ultimately obtain a TS/SCI+poly level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

You'll go above and beyond our minimum requirements if you have...

  • A MS/advanced technical, PhD., and/or management degree(s), director-level/program area management experience in sea control-related programs, and supervisory experience at APL.
  • Demonstrated successful experience as a program and/or technical leader in a sea control-focused organization. Current knowledge of operational concepts, systems and capabilities relevant to submarine warfare, anti-submarine warfare, maritime expeditionary warfare, and maritime intelligence, surveillance and reconnaissance.
  • Excellent knowledge of policies, procedures, programs and technical proficiencies across the APL Enterprise.
  • A current TS/SCI or higher-level clearance.
  • Extensive knowledge of and experience with the Laboratory, connections with the relevant Department of War organizations (e.g. OSW/R&E, SCO), Service acquisition and operational commands, and S&T sponsors (e.g. ONR, DARPA) relevant to the maritime and specifically the undersea domains.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
