Lead Product Owner/Analyst | Full-Time | Remote
The Lead Product Owner / Analyst provides oversight, guidance, and quality assurance for the Product Owner/Analyst team supporting our client's modernization initiatives. This role serves as a senior and hands-on leader responsible for establishing analysis and product ownership standards, mentoring analysts, and ensuring consistency, traceability, and alignment across requirements, backlogs, and delivered product increments. Acting as a player-coach, the Lead partners with leadership, technical teams, and stakeholders to ensure work is prioritized, well-defined, and delivered in support of the project roadmap.

What You'll Accomplish:
Team Leadership & Oversight
- Provide functional leadership, coaching, and day-to-day guidance to Product Owners/Analysts.
- Establish, maintain, and enforce standards, templates, and best practices for requirements, user stories, process documentation, and backlog management.
- Review, validate, and approve analyst work products to ensure accuracy, completeness, and alignment with business, policy, and technical needs.
- Support onboarding, training, and professional development of analyst team members.
- Assist leadership with workload planning, prioritization, and analyst capacity management.
- Serve as an escalation point for analysis, scope, requirements, and delivery challenges.
Product Ownership & Business Analysis Leadership
- Oversee requirements elicitation, analysis, validation, and traceability across multiple initiatives or product increments.
- Ensure consistent application of user-centered design and inclusion of system users throughout design, development, and testing.
- Guide backlog strategy and health, including epics, features, user stories, acceptance criteria, and prioritization.
- Lead or support complex discovery sessions, stakeholder workshops, and design reviews.
- Ensure requirements and backlog items align with the project roadmap, policy direction, funding constraints, and technical architecture.
Agile Delivery & Scrum Guidance
- Provide oversight and guidance on agile practices and Scrum ceremonies across product increment teams.
- Coach analysts and product owners on effective facilitation of sprint ceremonies, backlog refinement, and sprint execution.
- Ensure product increment outcomes are clearly defined, achievable, and aligned to roadmap priorities.
- Identify cross-team dependencies, risks, and blockers and coordinate resolution with project and technical leadership.
- Support release readiness, data conversion, and validation activities as needed.
Stakeholder, Vendor & Governance Support
- Act as a senior liaison between business leadership, policy owners, technical teams, and vendor partners.
- Review vendor deliverables to ensure conformance with requirements, acceptance criteria, and contractual obligations.
- Support governance bodies, steering committees, and leadership forums with analysis insights, recommendations, and status updates.
- Ensure consistent communication and alignment across teams and stakeholders.
Process Improvement, Metrics & Documentation
- Drive continuous improvement of product ownership and business analysis practices across the organization.
- Define and monitor metrics related to backlog quality, requirements completeness, delivery outcomes, and team effectiveness.
- Ensure system and project documentation is maintained, accurate, and accessible (e.g., SharePoint, Azure DevOps Wiki).
What You'll Bring:
- Strong expertise in requirements management, backlog strategy, and stakeholder facilitation.
- Deep understanding of agile methodologies and Scrum practices.
- Experience working with technical delivery teams and external vendors.
- Proven ability to coach, influence, and set standards across teams without direct people management.
- Excellent communication, analytical, and organizational skills.
Education/Experience:
- At least 8-10 years of experience in business analysis, product ownership, or agile delivery roles, including at least 2 years of experience in functional leadership, mentoring, or lead responsibilities.
- Bachelor's degree in Business Analysis, Information Systems, Computer Science, Public Administration, or a related field.
