Job Description:
The Accounting Manager oversees the accounting functions within Hawai'i Water Service . The Accounting Manager coordinates and manages HWS's monthly and annual financial reporting efforts with California Water Group's (CWT) Customer Support Services (CSS) Team, leads the preparation of the annual revenue forecasts and related operational expense budgets, analyzes Construction Work in Progress (CWIP) for capitalization of assets, interfaces with CSS regarding various internal and audit requirements, and assists in the preparation of rate case filings.
ESSENTIAL FUNCTIONS:
Manage daily operations:Oversee the smooth running of accounting department activities, including general ledger entries, reconciliations, and the monthly close process and cashflow. Financial reporting:Prepare and review monthly, quarterly, and annual financial statements and reports for management.Develops and analyzes monthly financial reports for accuracy in reporting and provides explanations of variances between current year, prior year, and budget amounts as applicable. Budgeting and forecasting: Develop and monitor budgets, create financial forecasts, and provide strategic financial advice to other departments and senior leadership. Audits and compliance:Coordinate and complete annual audits, implement and maintain internal controls, and ensure compliance with tax laws and other financial regulations.Coordinates & facilitates auditor requests in the quarterly close process. Interfaces with CSS regarding various internal and external audit requirements. Staff management:Supervise, mentor, and train accounting staff, and delegate tasks to ensure deadlines are met and procedures are followed.Manages staff, including coordinating Accounting Team tasks and projects, conducting performance evaluations, overseeing training, and development. Process improvement:Establish and enforce proper accounting methods and policies and identify opportunities to improve efficiency and accuracy in financial processes. Regulatory Affairs:Support the regulatory affairs department in providing information for data requests and regulatory filings. Supports the CSS rates team with Hawaii State rate case endeavors; Primary point of contact for CSS as to coordinating and gathering details to support rate case activities. Capital Asset Process:Oversee HWS's capital projects and utility plant accounting to ensure that it is recorded accurately and in compliance with GAAP and regulatory requirements. Analyzes and provides support to CSS in developing, monitoring, and assigning the correct Construction Overhead rate for CWIP used in estimating and budgeting purposes. Analyzes CWIP as prepared and summarized by the accounting team for company investment, cash flow and capitalization of asset purposes. Performs work on site in the assigned office location
Other Duties:
Approves vendor invoices and the release of approved voucher payments. Reviews and certifies balance sheet reconciliations using Blackline reconciliation software. Files annual and monthly PUC and Hawai'i State tax reports as stipulated via rate case decisions and/or Hawai'i revised statutes. Works closely with the Accounts Payable, Procurement, Operations, and Accounting teams to assure that the proper amounts of Hawai'i State business & occupation and, state and local sales/use tax are reported and paid. Monitors cash flow and coordinates with General Manager. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Bachelor's degree in Accounting, Finance, or related field and/or equivalent relevant experience. Utility experience a plus. Expertise with cost accounting principles a plus. CPA is desirable. Five years of increased managerial experience managing an accounting department and the accounting close process. Advanced skillset with Microsoft Excel; Proficient with use of Microsoft Teams and Word. Excellent verbal and written communication skills. Availability to work in an office environment on a full-time basis. Valid Hawai'i Driver License.
