About the Opportunity

DMI, LLC is seeking a high-performing Senior Program Manager to lead a large-scale enterprise IT infrastructure support contract for a major U.S. Federal Financial Regulatory Agency. This mission-critical role involves overseeing a $300M+ program responsible for the technological foundation that enables the agency's legal, financial, and technical workforce to perform its regulatory mission.

As the Program Manager, you will serve as the primary leader of a robust Program Management Office (PMO), coordinating the delivery of services across transition-in/out, customer service delivery, and full-lifecycle infrastructure operations. Your objective is to drive operational excellence through the adoption of industry-leading technologies, including Zero Trust security, cloud modernization, and automated service delivery.

Responsibilities and Duties:

    Executive Leadership & Governance: Establish and lead a centralized PMO to provide governance, performance tracking, and strategic coordination across all functional domains, including service desk, network, and cloud operations.
  • Contractual Accountability: Serve as the primary point of contact for the government, managing contract performance, Service Level Agreements (SLAs), and complex stakeholder expectations.
  • Strategic Service Delivery: Oversee the optimization of the General Support System (GSS) and enterprise platforms to ensure high availability and secure access for a hybrid federal workforce.
  • Schedule & Risk Management: Maintain a comprehensive Integrated Master Schedule (IMS) and manage a high-level risk register (RAID log) to ensure all milestones are achieved on time and within scope.
  • Security & Compliance: Ensure all infrastructure operations comply with FISMA mandates, NIST standards, and Zero Trust security controls. Lead the firm's engagement in vulnerability management and audit remediation.
  • Innovation & Modernization: Drive a culture of continuous improvement by identifying opportunities for automation, AI/ML integration, and migration to FedRAMP-authorized cloud environments.
  • Workforce Management: Lead a large, multi-disciplinary team of engineers, technicians, and specialized leads, fostering a culture of high performance and mission-focused delivery.


Qualifications

Education and Years of Experience:

  • 10-15+ years of experience managing large-scale federal IT infrastructure programs ($100M+ in total contract value).
  • Bachelor's degree in Business Administration, Project Management, Information Technology, or a related field.
  • Master's degree preferred.

Required Skills & Certifications

  • Active PMP certification.
  • ITIL v4 certification (Managing Professional or Strategic Leader preferred).
  • Technical Knowledge: Deep proficiency in ITIL-aligned governance, FISMA compliance, and the NIST Risk Management Framework (RMF).
  • Modernization Expertise: Strong understanding of Zero Trust Architecture (ZTA) principles and relevant federal mandates (such as OMB M-22-09).
  • Communication Skills: Exceptional ability to build trust with federal executives and lead complex cross-vendor technical forums.

Preferred Qualifications

  • Prior experience supporting financial regulatory agencies or high-security federal environments.
  • Experience implementing Agile/Sprint-based methodologies within an operational infrastructure context.
  • Proficiency in utilizing ServiceNow (ITSM/ITOM) and data visualization tools like Power BI for executive-level performance reporting.

Work Environment:

  • Ability to operate in secure environments with classified materials.
  • Some travel may be required to various field offices or operational locations.
