Culture and Inclusion Program Manager

Salary Pay Range: $65,915.20 - $98,862.40

Milwaukee County's Department of Human Resources is seeking an experienced and dynamic Culture & Inclusion Program Manager who is passionate about strengthening organizational health, employee experience, and belonging across a large, mission-driven public organization.


This role serves as a strategic partner to employees and leaders, ensuring that workplace culture and inclusion are recognized as essential drivers of organizational effectiveness and high-quality public service. The Culture & Inclusion Program Manager will lead enterprise-wide initiatives, evaluate outcomes, and collaborate closely with Human Resources partners, organizational leaders, and employees to support a thriving, people-centered workplace.



Key Responsibilities



  • Lead and support countywide employee experience and engagement efforts, including employee councils and Network Resource Groups (NRGs).
  • Design, implement, and continuously improve programs that strengthen workplace culture, inclusion, and employee connection.
  • Design and facilitate engaging learning experiences focused on inclusive leadership, organizational culture, and people-centered practices, delivered both in person and through e-learning platforms.
  • Partner with internal and external stakeholders to develop volunteer and community engagement initiatives that connect employees to the communities they serve.
  • Oversee internal communications and engagement strategies related to cultural observances, heritage celebrations, and opportunities for reflection and learning.
  • Serve as an internal subject matter expert on workplace culture, inclusion, employee engagement, and retention strategies.

The ideal candidate is deeply committed to creating meaningful practices and programs that enhance the employee experience and strengthen service delivery for an organization of approximately 4,000 employees across a diverse, multi-functional workforce. This individual is relationship-driven, collaborative, and energized by the opportunity to make a lasting impact through public service.



Minimum Qualifications



  • Bachelor's degree in human resources, Communications, Education, Organizational Leadership, or a related field.
  • One to three years of experience in workplace culture initiatives, inclusion-focused programming, organizational effectiveness, employee retention, or program management.
  • Demonstrated ability to build trust and connect with employees and leaders at all levels of an organization.
  • Strong written and verbal communication skills, including the ability to engage and inspire audiences through presentations and facilitation.
  • Action-oriented and proactive, with a proven ability to translate ideas into effective implementation.
  • Experience designing and facilitating engaging in-person and virtual learning experiences.
  • A service-oriented approach to work and leadership.



Preferred Qualifications



  • Professional certification in Human Resources, organizational effectiveness, or a related discipline.
  • Master's degree in education, Organizational Leadership, Organizational Development, or a related field.
  • Experience with e-learning tools such as Articulate 360, Adobe Captivate, or Camtasia.
