CEC is seeking a Civil & Solid Waste Engineering Project Manager to support our growing practice Johnson City. This hybrid role offers the opportunity to lead a diverse portfolio of land development, site civil, and solid waste engineering projects, including municipal, commercial, industrial, and waste disposal facilities. You'll manage projects from concept through construction while mentoring staff and partnering closely with clients and regulatory agencies.

Key Responsibilities:

    Manage civil/site development and solid waste engineering projects from proposal through construction, including scope, schedule, budget, and quality control;
  • Lead the design and review of site layout, grading, stormwater management, utilities, and erosion control for commercial, residential, industrial, and institutional developments;
  • Oversee solid waste facility design elements such as landfill liner systems, leachate and stormwater infrastructure, gas collection systems, site roadways, and support facilities;
  • Prepare and oversee technical reports, permit applications, plans, specifications, cost estimates, solid waste management plans, and construction documents;
  • Coordinate regulatory permitting and agency review processes at the local, state, and federal levels;
  • Support construction-phase services, including construction quality assurance (CQA) as applicable;
  • Perform QA/QC reviews to ensure compliance with regulatory requirements, engineering standards, and client expectations;
  • Serve as a primary client contact and collaborate with contractors, subconsultants, and internal teams;
  • Mentor and supervise junior engineers and technical staff, supporting professional development and performance growth;
  • Participate in business development activities, including proposal preparation, scope development, and strategic client growth initiatives.

Qualifications

  • 7-10+ years of progressive experience in civil/site development and/or solid waste engineering within a consulting environment;
  • Bachelor's degree in Civil, Environmental, or Geotechnical Engineering (Master's degree preferred);
  • Professional Engineer (P.E.) license required (Tennessee licensure or ability to obtain);
  • Proven project management experience, including budgeting, scheduling, and client coordination;
  • Experience with permitting and regulatory coordination for civil and/or solid waste facilities;
  • Proficiency in AutoCAD Civil 3D; experience with stormwater modeling tools (e.g., HydroCAD, HEC-RAS) preferred;
  • Strong understanding of consulting project delivery, proposal development, and profitable project execution;
  • Excellent written and verbal communication skills, including technical report and proposal writing;
  • Demonstrated leadership skills and commitment to mentoring and developing staff;
  • Active involvement in professional or client-related organizations is a plus.
