Qualifications


Education and Experience: Bachelor's degree and one year of full-time professional experience in social or human services, recruiting, marketing, or business development/management.

Substitution of Experience for Education: Additional full-time professional experience in a field as listed above may substitute for the required education on a year-for-year basis.

Necessary Special Qualifications: Applicants will be required to:

  1. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  2. Agree to release all records involving their criminal history to the appointing authority;
  3. Supply a fingerprint sample prescribed by the TBI based criminal history records check;
  4. Submit to a review of their status on the Department of Health's vulnerable persons registry.
  5. Possess and maintain reliable transportation.

Overview

This classification performs professional vocational rehabilitation employment services. An employee in this class serves as a consultant to business and industry partners to build sustainable relationships with employers, create inclusive hiring opportunities, and support Vocational Rehabilitation (VR) customers in achieving meaningful employment. This class differs from that of a Voc Rehab Counselor - Masters in that the latter assists in the selection, preparation for, and planning of an individual rehabilitation program and arranges services for customers. This class differs from that of a DHS Program Manager in that the latter supervises employees in this classification.

Responsibilities

  1. Customizes a "dual customer" approach in building and maintaining partnerships with businesses using marketing principles to address specific issues, concerns, or needs connected to disability in the workplace, providing services to both businesses and customers. Conducts routine follow-up with employers to build and maintain sustainable relationships while helping to resolve any concerns or meet employer needs.
  2. Works collaboratively with staff and community-based partners to coordinate customer placement, minimize the overlap of services, and educate on employer needs and labor market trends. Develops job leads and facilitates the employment and retention of customers in competitive integrated employment.
  3. Organizes and/or attends community events, career fairs, and engagement activities to assist in obtaining customer referrals, effectively promote services, and network with potential employers.
  4. Develops and conducts disability awareness and sensitivity training with employers. Provides training to staff, partners, customers, and the public on disability awareness, etiquette, and accommodations assistance.
  5. Monitors and documents customer's progress throughout the employment process by maintaining communication with the customer and/or potential employer and providing assistance when necessary. Provides job-readiness, career counseling, and retention services to customers and/or employers to assist customers in retaining successful employment.
  6. Analyzes local employment and labor market information to assist in finding appropriate job opportunities for customers that align with their skills, abilities, and career goals.
  7. Collaborates with internal stakeholders to assess customer employment readiness. Reviews case records, interviews customers, and observes customer interactions to assess their skills and abilities.
