Human Resources (HR) roles are dedicated to managing the people-related functions within organizations. HR professionals are tasked with recruiting and retaining talent, fostering employee engagement, facilitating professional development, and ensuring compliance with employment laws and regulations. They serve as strategic partners to leadership teams, supporting organizational objectives and promoting a positive work culture.

Discipline Description

Benefits personnel develop, implement, and administer cost-effective benefits programs. This includes health and welfare, disability, dental, vision, life, pension, wellness, supplemental plans, retiree plans. Includes benefits coverage evaluation, benchmarking, cost analysis, and vendor management.

Some Typical Duties & Responsibilities Include:

* Manage day-to-day operations of assigned Benefits functions and staff, including workload oversight, performance management, coaching, and development.

* Oversee the administration and delivery of employee benefit programs, including but not limited to Health/Medical Insurance, Savings and Investment Plans, Flexible Spending Accounts, Life Insurance, Pension, 401(k), Wellness, Disability, Leave Programs, Student Loan Debt Reduction Program, and voluntary benefit offerings.

* Support the implementation and ongoing administration of retirement and savings plans by coordinating with vendors, consultants, and internal stakeholders. Monitor plan operations and assist with data analysis, audits, and reporting.

* Ensure accurate preparation, maintenance, and distribution of Benefit Plan documents and Summary Plan Descriptions (SPDs), in coordination with Legal, ERISA counsel, and external vendors, ensuring compliance with applicable state and federal regulations.

* Data & Reporting: Compile benefit metrics, analyze trends, and prepare reports and dashboards to support leadership, committees, and Total Rewards strategy.

* Identify opportunities for process improvements, cost efficiencies, and operational enhancements, and provide recommendations to leadership for consideration.

* Support Benefits Manager leadership in committee preparation and follow-up activities, including drafting materials, tracking action items, and assisting with vendor reviews and contract support documentation.

* Manage assigned benefit vendors by monitoring service delivery, coordinating regular status meetings, resolving operational issues, and reviewing performance metrics.

* Collaborate with site partners and internal stakeholders, including Payroll, HR Business Partners, Finance, Legal, and external consultants, to ensure consistent and compliant benefit administration.

* Perform other duties and special projects as assigned.

* Promote and reinforce a strong safety culture within the Benefits team and across daily operations.

Required Qualifications

* Twelve or more YOE as an individual contributor in one or more of the roles managed plus three or more years of experience (YOE) in a relevant management role, OR Bachelor's Degree in a relevant field plus eight or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus five or more years of experience (YOE) in one or more of the roles managed
* Equivalencies to experience and education requirements will be considered

* Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field or equivalent combination of education and experience.

* Minimum of five (5) years of progressive experience administering employee benefit programs, including health & welfare, retirement, disability, and/or leave programs.

* Minimum of two (2) years of experience leading or providing oversight to benefits staff, vendors, or cross-functional project teams.

* Demonstrated hands-on experience with ERISA-governed benefit plans, including plan documentation and compliance requirements.

* Working knowledge of federal benefits regulations, including ERISA, COBRA, HIPAA, ACA, and applicable IRS and DOL requirements.

* Experience reviewing, maintaining, or implementing Summary Plan Descriptions (SPDs) and related benefits communications.

* Proficiency in using HRIS or benefits administration systems and Microsoft Office applications (Excel, Word, Outlook).

We'd Also Like to See

* Experience in benefits administration is preferred, or Human Resources or related field.

* Experience with Oracle HCM software, PeopleSoft, or other HRIS experience is a plus.

* Certifications from human resources professional organizations, e.g., Society for Human Resource Management and World at Work, Certified Benefits Professional (CPB).

* Strong working knowledge of Microsoft Excel including ability to analyze benefits data, and create reports.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.
