Job Family Description

Site Security personnel safeguard individuals, property, information, and assets against potential threats and unwanted access. They monitor security systems and respond promptly to security incidents. They assess security and emergency risks and implement training and preventative measures. They ensure compliance with security procedures and requirements.

Discipline Description

Performance Assurance Program (PAP) personnel plans and executes the annual PAP plan which includes effectiveness testing of security systems, physical barriers, protective force operations, and other Essential Elements. This is executed through approved testing methodologies to provide stakeholders and risk acceptance managers timely and accurate information to make informed decisions. PAP activities adhere to safety, security, and conduct of operations protocols. PAP personnel conduct and document assigned FA-18 self-assessment results. Members lead and present sensitive unclassified/classified formal and informal briefings and meetings.

Some Typical Duties & Responsibilities Include:

Conduct and implement comprehensive Performance Assurance Program Performance Testing activities to confirm the adequacy of new and existing essential and non-essential protection elements used to protect identified DOE/NNSA assets and they meet established requirements for reliability, operability, readiness, and performance prior to and during operational use; comprising of, Physical Access Control Systems, Intrusion Detection Systems/Devices, Entry/Exit Screening Equipment, Primary, Backup and Alternate Power Systems; Video Assessment and Surveillance Systems, Security Lighting, Electronic Inspection, Search and Monitoring equipment; Delay/Denial Systems, Central Alarm Stations, and Secondary Alarm Stations. These testing activities are conducted with sufficient rigor to ensure that the program elements are at all times operational, functioning as intended, and interacting in such a way as to identify and preclude the occurrence of adverse activity before security is irreversibly compromised.

Conduct and implement Performance Assurance Program Limited Scope/Notice Performance Tests and Table-Top Exercises.

Conduct and implement performance testing in accordance Technical Procedures and assigned Assisted Hazards Analysis.

Conduct and implement performance testing in accordance with S&S Self-Assessment utilizing Site, Tracking, Assessment, and Reporting and the Commitment Tracking Systems for Findings and Opportunities for Improvement.

Documents and provide high level assessment reports on all performance testing activities. Provide compliance and/or noncompliance testing data to NNSA/DOE directives, while defining corrective actions to non-compliance issues.

Serve as physical security performance testing subject matter expert for supporting Performance Assurance Task Team Committees, complex Vulnerability Assessments Reports, Security Risk Assessments, Modified Security Plans, and New Security System Installation Projects.

Serve as Performance Assurance Program testing activities Liaison between protective force and facility operations to include supporting activities for all Force-on-Force exercises, Limited Scope/Notice Performance Tests and Table-Top exercises.

Required Qualifications

* Bachelor's degree in relevant field plus at least five years of experience (YOE) in a relevant role, OR Master's degree in relevant field plus at least two years of experience (YOE), OR Doctoral degree in relevant field
* Equivalencies to experience and education requirements will be considered

We'd Also Like to See

Knowledge of NNSA/DOE performance testing orders/directives. Military/Law enforcement and S&S Contractor experience in areas such as, physical security/protection, alarm assessment, and performance testing are considered relevant.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.
