The Business Finance Program Manager is responsible for the financial management and execution of assigned programs, serving as a key liaison between Program Management, Accounting, and Finance. This role owns program-level financials, supports day-to-day program execution, ensures accurate forecasting and reporting, and provides financial insight to drive informed business decisions throughout the program lifecycle. Essential Functions

  • Own and manage program financials, including detailed program budgets, revenue, cash flow, forecasts, cost tracking, and variance analysis, enabling programs to Deploy Faster through clear and timely financial visibility.
  • Partner closely with Program Managers to support program execution, identify financial risks and opportunities, and drive corrective actions that allow teams to Operate with Confidence.
  • Develop and maintain program forecasts, Estimate at Completion (EAC), revenue projections, and cash flow projections to support proactive, purpose-driven decision-making.
  • Monitor program performance against contract terms, funding, revenue recognition, cash flow, and financial targets, ensuring disciplined execution and financial accountability.
  • Prepare and present monthly program financial reviews to program and leadership teams, translating data into clear insights that support confident action.
  • Serve as the primary finance interface between Program Management and Accounting, ensuring accurate cost recognition, revenue alignment, cash flow visibility, and timely financial close.
  • Support contract setup, funding tracking, billing coordination, and revenue recognition in collaboration with accounting.
  • Ensure compliance with internal financial controls, company policies, and applicable contractual or regulatory requirements so teams can Operate with Confidence.
  • Assist with program audits, reviews, and data requests as required.
  • Support pricing, proposals, and financial modeling for new or follow-on program work, helping teams Design with Purpose from proposal through execution.
  • Drive continuous improvement in program financial processes, tools, and reporting to streamline execution and improve decision-making.


Education and Experience:

  • Bachelor's degree in Finance, Accounting, Business, or a related field.
  • 5+ years of experience in program finance, project finance, or cost accounting.
  • Strong understanding of program financial management, forecasting, and cost control.
  • Experience partnering with cross-functional teams, including Program Management and Accounting.


Additional Eligibility Qualifications:


  • Proficiency with ERP systems and financial reporting tools (e.g., Costpoint, SAP, Oracle, or similar)
  • Advanced Excel skills: ability to analyze and clearly communicate financial data.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent communication skills with the ability to translate financial data into actionable insights.
  • Experience supporting government contracts or long-term, complex programs.
  • Familiarity with EVM, cost-type contracts, or percentage-of-completion accounting.
  • Must be able to qualify for and maintain a Security Clearance
