Project Controls Manager - Banking Infrastructure

Position Overview

We are seeking a highly analytical Project Controls Manager to support our banking client's infrastructure project portfolio. This role focuses on the tactical execution and monitoring of individual banking projects, ensuring precise cost control, schedule management, and risk mitigation throughout the project lifecycle. The successful candidate will work within the highly regulated banking environment to maintain project performance while ensuring compliance with banking operational and regulatory requirements.

Key Responsibilities

Project Performance Monitoring & Control

  • Monitor individual banking infrastructure projects against established baselines for schedule, budget, and scope
  • Implement and maintain earned value management (EVM) systems to track project performance metrics
  • Conduct regular variance analysis and identify deviations from planned project parameters
  • Evaluate project schedules using, incorporating banking operational constraints
  • Track project milestones, deliverables, and critical path activities specific to banking infrastructure needs

Financial Controls & Budget Management

  • Monitor project expenditures against approved budgets and banking client's capital allocation guidelines
  • Prepare detailed cost forecasts incorporating banking-specific requirements and regulatory constraints
  • Track actual costs versus planned costs and provide variance explanations
  • Support monthly financial reporting and budget reconciliation processes
  • Ensure project costs align with banking client's fiscal year spending objectives

Risk Management & Compliance

  • Identify, document, and track project-level risks including regulatory, operational, and security considerations
  • Maintain comprehensive risk registers with mitigation strategies for banking infrastructure projects
  • Monitor compliance with banking regulatory requirements throughout project execution
  • Assess impact of banking operational constraints (business continuity, security protocols) on project performance
  • Escalate critical issues and risks to project managers and banking client stakeholders

Reporting & Communication

  • Prepare weekly and monthly project status reports for banking client leadership
  • Create executive dashboards highlighting key performance indicators and project health metrics
  • Facilitate project review meetings with banking and JLL stakeholders including IT, Operations, and Risk teams
  • Communicate project performance trends and recommend corrective actions
  • Support banking client's internal reporting requirements and governance processes

Banking Client Support

  • Partner with banking client's project teams to ensure alignment on project objectives and constraints
  • Support banking client's capital planning processes with accurate project reporting/forecasting
  • Coordinate with banking compliance and risk teams to ensure project adherence to internal policies
  • Assist with banking regulatory reporting requirements related to capital projects

Required Qualifications

Education & Experience

  • Bachelor's degree in Finance, Engineering, Business Administration, or related field
  • 3-5 years of project controls experience, preferably with financial services or banking clients
  • Experience with infrastructure projects (administrative office, data centers, operations centers, technology upgrades)
  • Understanding of banking operational environment and regulatory requirements

Technical Skills

  • Proficiency in project management software (Microsoft Project)
  • Advanced Excel skills including pivot tables, financial modeling, and data analysis
  • Experience with earned value management principles and application
  • Knowledge of project cost control methodologies and forecasting techniques

Banking Industry Knowledge

  • Understanding of banking regulatory environment (OCC, Federal Reserve, FDIC guidelines)
  • Knowledge of banking operational requirements including business continuity and security protocols
  • Familiarity with capital planning and budgeting cycles
  • Experience with project governance and approval processes
  • Understanding of compliance and audit requirements

Core Competencies

  • Strong analytical and problem-solving skills with attention to detail
  • Excellent written and verbal communication skills for banking client interactions
  • Ability to work independently while managing multiple banking projects simultaneously
  • Proficiency in financial analysis and budget management
  • Understanding of risk management principles in regulated environments
  • Ability to work effectively within operational constraints and timelines

Preferred Qualifications

  • Knowledge of technology infrastructure and security requirements
  • Understanding of banking regulatory compliance processes
  • Familiarity with banking change management and business continuity protocols

  • Accuracy of project cost and schedule forecasts
  • Timeliness and quality of project reporting deliverables
  • Effectiveness in identifying and tracking project risks
  • Success in maintaining project performance within banking client's parameters
  • Client satisfaction with project controls support and communication
  • Compliance with client's governance and reporting requirements

The successful candidate will gain valuable experience in banking project controls while supporting critical infrastructure initiatives that enable banking operations and customer service delivery.

Estimated compensation for this position:

140,000.00 - 160,000.00 USD per year

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
