Who we are and what we do:

The mission of the Tennessee Department of Correction (TDOC) is to operate safe and secure prisons and provide effective community supervision in order to enhance public safety. The department manages and operates or oversees 14 correctional facilities (10 state operated and 4 contract operated) housing approximately 21,000 offenders. In addition, the department supervises some 79,000 offenders on probation, parole, or community correction and operates eight Day Reporting/Community Resource Centers across the state. The department is fully accredited by the American Correctional Association (ACA). The Northwest Correctional Complex (NWCX), located in Tiptonville, has the operating capacity to house 1,776 male inmates with custody levels ranging from minimum to close. NWCX also serves as the primary facility within TDOC to house juvenile inmates who have been convicted as adults. Site 2 of the NWCX originally opened in 1981 as the Lake County Regional Correctional Facility. In 1992, an additional site (Site 1) became operational and together the NWCX was formed.

How you make a difference in this role:

The facility offers a multitude of evidence-based programs to meet the rehabilitative needs of inmates. NWCX offers academic opportunities including Adult Basic Education (ABE) and High School Equivalency (HiSET) exam prep courses. Vocational programming at the facility includes Career Management for Success, Core Carpentry I & II, Core Masonry I & II, Core Plumbing I & II, and Core Construction. NWCX also addresses the behavioral health needs of inmates by offering programs like cognitive behavior intervention, mental health supportive living unit, substance use therapeutic community, and workforce development. The facility also offers the only juvenile program in the state focused on cognitive behavioral intervention for inmates under 18. Through community partnerships, NWCX offers: Associate degree program through Dyersburg State Community College, Bachelors degree program through Lane College in partnership with Dyersburg State, Certifications in Farming Operations Technology and Computer Information Technology through Tennessee College of Applied Technology (TCAT). Additionally, NWCX provides over 100,000 hours of community service annually through various projects to state and local government entities and non-profit organizations. Inmates not involved in academic, vocational, or community service programs are required to work in support service roles throughout the facility including landscaping, janitorial services, or food services.

Job Overview:

The Warden has overall responsibility for the operation and direction of the facility, ensuring the facility operates in accordance with state and federal law, agency policies and procedures, and the standards of the American Correctional Association. The Warden serves as a representative of the Department in performing public contact and liaison work with law enforcement, partner organization representatives, legislators, community leaders, offenders, their families, victims, and/or the general public. This position reports to the West Region Correctional Administrator and is expected to be on call 24 hours a day/7 days a week, to include weekends, nights, and holidays.

Key Responsibilities:

  • Ensure facility-wide adherence to all policies and procedures all the while operating in a safe and secure manner, to include security operations, inmate movement and control, accountability, tool, key and armory control.
  • Ensure uninterrupted, around-the-clock accountability of all inmates within the facilities assigned custody/count.
  • Oversee the protocols for emergency operations to ensure unhindered responses using the Organizational Structure of the Incident Command System, in areas such as escapes, natural disasters, security operations, disturbances, etc.
  • Ensure compliance with all applicable laws, rules, and accreditation standards and to ensure appropriate corrective action is taken where discrepancies are noted.
  • Oversee and ensure that all programmatic needs identified through each inmate's risk/needs assessment are appropriately addressed.
  • Ensure effective oversight to guarantee that staff identify and develop innovative job opportunities and programs that reduce inmate idleness and promote successful re-entry into society.
  • Monitor staff to promote increased engagement between staff and inmates to educate them about agency goals and facility processes, fostering a sense of ownership and responsibility in their respective areas.
  • Ensure daily availability by making regular rounds throughout the compound, fostering a culture of open communication where staff and inmates feel comfortable.

Minimum Qualifications:

  1. Bachelor's degree, with substantial and increasingly responsible management and administrative experience in adult correctional work, law enforcement, probation/parole, rehabilitative services, correctional intelligence, correctional compliance, or other related areas.

Equivalent combinations of education and experience may be considered.
